JOB DESCRIPTION
This is an exciting time to join DIO as the Technical Manager and be part of the Regional Technical Team in Scotland and Northern Ireland. You could be part of a successful team providing both technical and analytical expertise supporting the delivery of the Future Defence Infrastructure Services contract for maintenance service and new construction on the Defence Estate. The role will provide the successful candidate the opportunity to apply their technical knowledge and skills across a large and diverse estate, experiencing working on airfields & hangars, warehouses, vehicle workshops, aircraft and vehicle fuel installations, sports facilities, catering - retail & leisure facilities and living accommodation. The role will support a broad range of construction activities, extending to more general compliance matters such as building standards, adherence to planned and preventative maintenance specifications and schedules, management of safety alerts, sustainability, and improving quality control in the delivery of projects. Travel will be required between sites to review buildings, infrastructure and projects. As the regional Technical Manager, you will collaborate with colleagues and suppliers to deliver a safe place for service personnel to work, live and train. DIO is investing in strategic asset management system and you could be part of the future management of the Defence Estate.
- Lead and manage the Safety Alert process within the region, including engaging with and holding to account suppliers, operational teams, and end users to identify and manage health safety risks
- Responsible for enhancing consistency and standardisation of technical publications such as (Joint Service Publications, Technical Standards/Bulletins, Safety Alerts, and Information Notices) through engagement and feedback with various DIO departments.
- Act as regional focal point for SFG20 maintenance schedules, leading and carrying out reviews as necessary on effective implementation of these.
- Lead resolution and implementation of technical issues, including contractual interpretation of technical standards
- Carry out data analysis utilising various platforms such as CAFM, Glider BIM, OSCAR to drive improvement in asset and contract management.
- Carry out analysis and identification of equipment and infrastructure life cycle replacement using Facilities Condition Management tools available.
- Support the implementation of Building Information Modelling.
- Support delivery of new build and refurbishment projects and drive quality control improvements through desktop and site inspections. Represent the region at national technical compliance working groups, promoting coherence and co-ordinating input of multidisciplinary colleagues within the Regional Technical Team.
- Develop effective working relationships with the Technical Services team specialists ensuring the region benefits from the timely advice, as well as developing the region’s technical capabilities through knowledge sharing.
- Support an ethos of continuous improvement in technical compliance through the drafting and publication of technical policy, processes and guidance documents.
- Monitor and report the progress of RTT assurance checks and resulting actions, ensuring consideration and implementation of findings as appropriate including generation of Assurance Reports, issuing of Early Warnings, organising and managing the Risk Reduction process.
Conduct periodic reviews to confirm suitability and adequacy of management plans produced by supply chain.
QUALIFICATIONS
Degree educated in Mechanical Engineering, Building Services Engineer, Building & Civil Engineering, Electrical Engineering or similar
OR
Alternatively, BTEC/ SQAHNVQ or SCOTVEC HNC/ HND together with substantial relevant & recent experience in a construction, infrastructure or engineering related discipline.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.
