POSITION REQUIREMENTS:

EDUCATION: Bachelor’s degree in political science, law, social sciences, or another relevant field; Advanced legal degree preferred.
EXPERIENCE: Minimum 10 (Technical Manager) or 12 years (Senior Technical Manager) of professional experience, with five years of relevant experience providing technical assistance for international development activities in the areas of anti-corruption and good governance; transparency and accountability; access to justice and judicial strengthening; and civil society assistance, or related field(s). Prior experience working with NGOs and on an international donor-funded program highly desired.
RELATED SKILSS OR KNOWLEDGE: Knowledge of Microsoft Excel, Word, and PowerPoint. Experience in program management and supervisory roles. Thorough familiarity with US Government and other international donor regulations and reporting requirements highly desired. Detail-oriented and organized. Ability to prioritize and meet deadlines. Strong communicator, both verbally and in writing. Collaborative, team-oriented individual.
LANGUAGE SKILSS: Native fluency in Albanian. Excellent command of English language is required. Knowledge of Serbian helpful.
TRAVEL: In-country travel up to 15% of the time.

Responsibilities:

PRIMARY FUNCTION/PURPOSE:

IFES is currently recruiting a local Technical Manager or Senior Technical Manager for an anticipated anti-corruption program in Kosovo. The project will work with civil society, oversight institutions, and the judiciary to prevent, detect, and adjudicate corruption cases, with an emphasis on improving investigations and multi-stakeholder coalitions. The Technical Manager/Senior Technical Manager should be an anti-corruption and/or justice subject matter expert with understanding and knowledge of Kosovo’s anti-corruption framework and institutions, as well as regional and international standards and practices for the fight against corruption.
The Technical Manager/Senior Technical Manager is responsible for the general management and technical delivery of project activities and will coordinate activities to ensure they meet intended objectives, under the guidance of the Country Director. The Technical Manager/Senior Technical Manager will also contribute to research, reporting, and briefings on technical issues and programmatic impact. With the Country Director’s guidance, the Technical Manager/Senior Technical Manager will provide overall project leadership and representation in the absence of the Country Director. In addition, the Technical Manager/Senior Technical Manager will be the primary responsible person in-country to implement monitoring and evaluation activities.
The Technical Manager/Senior Technical Manager will also serve as IFES’s in-country legal representative, in accordance with local legal frameworks and IFES policies and procedures.
