ACCOUNTABILITIES:

  • Prepare financial forecast for the IT Per Capita, monitor the funds consumption and reconcile Per Capita and TEC Special Accounts to ensure accurate budget planning, through analysis of actual versus planned spending.
  • Lead the financial tracking of variable technology costs to incorporate cost-based optimisation, and cross-linked value through external technology service providers. identify savings opportunities, and maximize returns on technology investments, by examining overall spending against vendors.
  • Analyse the financial impact of IT investments, by evaluating the Return on Investment (ROI) of technology projects, assessing the Total Cost of Ownership (TCO) of IT assets, and financial reporting of WFP’s intangible IT assets to ensure effective resource management.
  • Establish new guidelines and rollout specific financial procedures related to IT governance and monitoring, by examining areas of improvement for consistency, compliance, and effective oversight.
  • Implement, monitor, and analyse budgets for Technology related projects according to the established corporate procedures and requirements to achieve the objectives of the annual workplan, to ensuring maximum value for money is achieved.
  • Lead on the migration of IT financial expertise across the TEC division, to ensure business continuity by incorporating techniques, skills and competency into core Divisional activities.
  • Track and determine IT related investments, to improve the efficiency of the use of resources available. This will be achieved by analyzing actual results in comparison with forecasts, to improve the efficiency of the use of resources available.
  • Prepare regular reports on financial status of worldwide connectivity and corporate digital workspace, by assessing burn rates and addressable spend, including the reports to be presented to the Senior Management to facilitate informed decision-making.
  • Identify and manage financial risks associated with IT investments, through detailed financial analysis, issues such as ‘Technical Debt’ and other financial fluctuations can be identified and implement strategies to mitigate these risks.
  • Conduct business studies on past, future, and comparative performance by applying dedicated forecast models, to assist strategic decision making.
  • Identify trends and recommend action to TEC management, for business growth and operational needs by analyzing TEC business objectives and financial standing.
  • Conduct any other technology related financial analyses, as and when required.
  • Other responsibilities as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

  • University degree in Business Administration, Finance, Economics, Information Technology Computer Science or other related field.

Experience:

  • At least 5 years progressively responsible experience in funds management, budgeting, account reconciliation, cash management, financial management/financial analysis/financial reporting preferably within an IT or technology-focused environment.

Knowledge & Skills:

  • Ability to critically review and evaluate budgets, to review and assess internal controls, financial processes and procedures and provide recommendations for improvement;
  • Understanding of digital transformation principles and their financial implications within a large organization.
  • Ability to review and analyse financial statements; Ability to review of audit reports; High level of Excel skills;Good general understanding of IT technologies, software architectures and data flows.
  • Advanced knowledge of SAP;
  • Excellent communication and inter-personal skills.

Language:
International Professional: Fluency (level C) in English language.

The Technology Division (TEC) is continuing its transformational journey towards becoming a flexible, customer-centric, digital leader in the humanitarian field. The incumbent will support the efficient and effective utilization of funding and improve overall financial performance. The incumbent plays a critical role in enabling the alignment of financial strategies with the technological needs and goals of the TEC Division and Corporate IT in WFP.
