Description:

Base Pay: $26.45 Hourly

NOTE: This temporary part-time position will not exceed 29 hours per week.
SUMMARY: Manages the county’s general ledger accounting system and maintains the integrity of the system. Under general supervision, provides technical assistance and/or support in implementing and maintaining new and/or existing system software. Responsible for designing, testing, debugging, installing and modifying accounting and/or other software. Assists departmental accountants with preparation of annual and periodic financial reports. Assists in training county employees on the county’s centralized automated accounting system that includes purchasing/encumbrance subsystems, procurement card, accounts receivable/cash receipts/check management subsystem, accounts payable, general ledger, stores inventory, payroll and time and attendance and fixed assets subsystems. Assists in training employees and maintaining documents online and employee online. Serves as primary point of contact with outside auditor requests for financial data and documents. Assists in writing reports with any software computer programs.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret program user guides, professional journals, technical procedures, or governmental regulations.
Ability to write reports, flow charts, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to learn new mainframe programs and to interface with microcomputer applications.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

OTHER SKILLS AND ABILITIES:

Considerable knowledge of data processing equipment, information systems, computer hardware and software, security administration.
Ability to operate a personal computer using word processing and spreadsheet programs.
Ability to establish and maintain effective working relationships with others.

Responsibilities:

  • Creates ad hoc and client specific reports and applications to meet management’s information needs to improve efficiency and increase accessibility as approved by the County Auditor
  • Researches, analyzes, evaluates and tests new and/or existing procedures, programs, or systems software for efficiency and validity.
  • Prepares charts, diagrams, general system procedures and flow charts or narrative descriptions of computer programs in current and proposed systems in terms of costs, benefits and tasks accomplished.
  • Designs and writes specifications for programs and/or systems.
  • Prepares written documentation to describe program development and revisions.
  • Assists in reviewing technical specifications.
  • Responsible for preparing requests for security access, termination requests and resetting passwords for the computer system.
  • Assists with maintaining the County User Guide for the computer system and the time and attendance system.
  • Keeps informed of changes/updates to the computer system and informs employees.
  • Trains employees from this and other departments in the use of the countywide accounting system as each department is put on-line for each computer subsystem.
  • Participates in staff meetings.
  • Performs other duties as may be assigned.

    EDUCATION AND/OR EXPERIENCE: Bachelor’s degree in Business, Accounting preferred, plus four (4) years of experience in data processing/programming, information security systems, information systems analysis and support or related areas; or High School or GED plus eight (8) years of experience in data processing/programming, information security systems, information systems analysis and support or related areas.
