ASSIGNMENT DESCRIPTION

The Safety Officer reports to the Safety Manager.

The safety officer is responsible for providing guidance and direction for the planning, implementation and operation of the organization’s health, safety and environmental protection program.

  • Demonstration of an excellent safety behaviour and attitude, follows regulatory practices and rules, recognizes and promotes hazard reporting and ensures effective safety reporting.
  • Models and promotes an organizational culture that fosters safety practices through effective leadership.
  • Acts as an information conduit to bring safety issues to the attention of management and to deliver safety information to the organization’s staff, contractors and stakeholders.
  • Assists in the continuous improvement of the hazard identification and safety risk assessment schemes and the organization’s HSE-program.
  • Provides and articulates information regarding safety issues within the organization.
  • Instruct the relevant construction personnel about the work site regulations.
  • Instruct all site newcomers about their duties regarding safety and security.
  • Participation in meetings with authorities on safety related matters. And cooperation with authorities.
  • Inspect the site day by day and check execution of work, storing of equipment and material, use of tools regarding safety in close cooperation with the supplier’s safety personnel.
  • Instruct the contractors regarding HSE-program.
  • Implementation of contractor policies into the site HSE-program.
  • Implementation of client’s policies into the site HSE-program.
  • Regular updated instruction of all safety personnel about the safety organization, the work site regulations and their duties regarding safety and security.
  • Arranges and directs regularly meetings with safety engineers of the suppliers and discusses monthly safety actions and prepares the relevant minutes of meetings.
  • Gives written instructions to the contractors if safety regulations are misinterpreted or neglected.
  • Has always the latest edition of all official safety regulations and instructions available on site.
  • Keeps file of names and addresses incl. telephone numbers - office as well as residence - of all safety personnel of all suppliers on site.
  • Reports about accidents on site immediately to the Client and the Site Manager.
  • Distributes accident reports to Client, Site Manager, Project Management and Outotec HSE, Keeps record of all accidents and develops statistics. Informs all others concerned about period of high risk.
  • Investigates reasons for accidents and makes proposals in order to avoid similar occurrences.
  • Takes in case of immediate danger all necessary action in order to avoid injury or damage and informs the Client and the site management and supplier’s site management of the occurrence.
  • Provide corrective actions in case of repeated negligence regarding safety.
  • Provides the site office with safety related information to be included in the monthly construction report.
