Description:
JOB SUMMARY
The Department of Natural Resources (DNR) is seeking to fill one (1) Total Infrastructure and Facility Management (TIFM) Administrator position. The TIFM Administrator will lead the DNR’s Buildings and Sustainability program in implementation, utilization, and administration of the TIFM system. The position will implement and administer, DNR and statewide enterprise database systems including Archibus, SWIFT, TAD, SEMA4, SharePoint, PWA, and other data sources, to contribute to the Agency’s operational efficiency, delivery of services, and implementation of legislative and executive mandates. This position also serves as the division’s business expert application user of the statewide Real Property Administration effort.
The primary functions of the TIFM Administrator are, but not limited to:
- Administration and Implementation of the TIFM system.
- Management and Business Analysis.
- TIFM Application Security.
- Training.
- Reporting.
This position will also oversee the tracking of the building program budget, assist leadership with strategic planning, develop materials related to the program outcomes and spending plans, and coordinates with regional and divisional staff to complete work. This position leads, administers, and trains staff regarding both statewide enterprise and specific DNR standards in the use of databases and software systems. The TIFM Administrator assures system standards are met, maintains the systems and databases to achieve performance optimization, preventative maintenance and problem isolation / resolution and make appropriate updates to the systems and other integrated systems.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require reporting to the primary work location on an occasional basis for meetings, training and onboarding.
MINIMUM QUALIFICATIONS
- Four years of professional work experience that includes project management focused on business infrastructure, management and process improvement. A bachelor’s degree in Construction Management, Architecture, Engineering, Public Administration, Business, Environmental Science, Environmental Planning, Natural Resources Management, Parks and Recreation, or related field may substitute for one year of professional experience.
- Interpersonal/human relations skills sufficient to establish and maintain effective working relationships and provide effective leadership within the program.
- Knowledge of organization, controls, and techniques used in dealing with procedural and management problems.
- Knowledge of organizational structure, methods, and procedures of operating divisions with particular reference to the department to which assigned as well as principles and techniques involved in work simplification and work measurement studies.
- Ability to use software including Microsoft Suite.
- Ability to appraise and evaluate problems of a procedural nature.
- Ability to analyze and interpret large and complex data sets and use analysis to make sound recommendations for program direction.
- Strong communication skills sufficient to prepare and present reports and ideas in a professional manner.
PREFERRED QUALIFICATIONS
- Advanced degree in Construction Management, Architecture, Engineering, Public Administration, Business, Environmental Science, Environmental Planning, Natural Resources Management, Parks and Recreation, or related field.
- Experience with governmental budgeting or the legislative process.
- Experience with facilities maintenance or property management.
- Demonstrated skill in creative problem solving through collecting, organizing, and presenting data, along with persuasive communication.
- Experience with Minnesota Enterprise Real Property database, commonly referred to as Archibus.
- Experience in working with the State’s SWIFT financial system.
- Project Management experience or lead experience in a project setting.
ADDITIONAL REQUIREMENTS
This position requires an unrestricted Class D Driver’s license with a clear driving record.
