Qualifications:

Essential:

  • Post secondary education in education, human resources, labour studies. An equivalent combination of relevant education and experience may be considered.
  • Experience in training curriculum development, review, and delivery.
  • Strong Project management skills particularly in organizing, leading and facilitating work groups.
  • Ability to grasp complex administrative principles and make decisions on difficult and involved issues.
  • Ability to build rapport and maintain strong working relationships with both internal and external stakeholders.
  • Strong verbal communication skills.
  • Strong written communication skills.
  • Strong organization and time management skills.
  • Strong research, analytical and problem solving skills.
  • Demonstrated proficiency working with Microsoft Word, Excel, Outlook and PowerPoint.
  • Experience with the delivery and facilitation of Lean, Design thinking, or other similar Continuous Improvement methodologies.

Desired:

  • Experience with Human Resource matters related to recruitment, retention and staff development.
  • Knowledge of adult education techniques, instructional design, curriculum development and program evaluation including the development of online training and distance education using learning management systems.
  • Experience in training, developing, mentoring, and evaluating instructors and trainers.

Duties:
The Training and Development Officer is accountable for leading, implementing and coordinating government and departmental priorities as well as corporate training initiatives within the branch. Government priorities include, but are not limited to, efficiency strategy measures, employee training, development and engagement strategies, and the implementation of Lean and change management initiatives.
In support of the Senior Management Team the incumbent will participate in human resources matters such as recruitment processes and retention initiatives.
The incumbent will act as a representative on various committees affecting Branch interests, on behalf of the Senior Management Team.
