DESCRIPTION OF JOB

This position will support the Labor Relations unit by designing, delivering, implementing and evaluating training to agency representatives, human resources, leadership, management and supervisors in labor relations and union negotiations as well as training and guidance in the administration of relevant Collective Bargaining Partnership Agreements to ensure compliance with applicable laws and Collective Bargaining Partnership Agreements.
Additionally, the position develops and provides tools for human resources, supervisors and managers to facilitate consistent use of labor relations best practices. Will deliver training using the most effective delivery method in a timely manner to promote the development and growth of collaborative Labor-Management relationships.
A summary of the duties and responsibilities will include, but are not limited to, the following:

Develops and delivers labor relations training:

  • Oversees and develops the training efforts of all levels of management and human resources in the goals, policies and techniques of effective labor management relations with the goal of keeping grievances and unfair labor practices to a minimum.
  • Leads the delivery of training sessions of labor relations matters, including policy and collective bargaining partnership agreement compliance, counseling methods, and the handling of employee disputes and grievances pertaining to labor relations.
  • Assess labor relations training needs; and develops training materials, curricula, and trainer instruction programs regarding labor relations, collective bargaining, and the administration of the terms and conditions of partnership agreements and on general and specific knowledge areas of labor relations to ensure that agreements are consistently administered and that employee grievances are minimized, resolved and/or processed correctly.
  • Explains the labor relations program and policies to managers, human resources and others.
  • Trains, guides and coaches leaders to effectively manage labor relations with the expectation of creating a strong culture of engagement, development, retention, and positive customer service.
  • Partners with professional agencies in the training efforts to ensure efficient and effective training related to labor relations.
  • This position will be responsible for maintaining positive and productive relationships with union leadership and the entire employee base (covered and non-covered employees).
  • This position will play a vital role in the culture and employee experience.

Advice and Consultation:

  • Serves as a subject matter expert in labor relations regarding learning and development.
  • Guides and coaches individuals in applying learning after the training to ensure retention of material.
  • Provides information and advice to leadership and human resources regarding training for labor relations issues, practices, policies, and regulations.

Maintain knowledge of the field

  • Partner with other Unit Leaders to support and collaborate on Unit’s goals and objectives.
  • Perform general clerical work such as filing, copying, mailing, etc.
  • Provide backup to other team members as necessary.

MINIMUM QUALIFICATIONS:

  • Experience only:
    At least seven years of experience facilitating training that includes experience working in a unionized environment

OR

  • Education and Experience:

At least a Bachelor’s degree from an accredited institution in a field of study related to the work assignment AND at least three years of experience facilitating training that includes experience working in a unionized environment. Additional appropriate education will substitute for the required experience on a year-for-year basis.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State experience
  • At least three years of experience in developing and delivering adult training
  • Facilitation of complex content to a diverse public service audience
  • Excellent verbal and written communication skills
  • Ability to collaborate across teams and agencies
  • Ability to translate complex legal-ese into common language for education and training
  • A basic understanding of instructional design principles including needs assessment, curriculum design, and curriculum evaluation
  • A basic understanding of adult learning theories
