The City of Edmonton’s Development Services Branch is looking for an Engineer in Training (EIT) to assist with the review of land development applications. Reporting to a Senior Engineer, this position will support the Planning Coordination Unit by applying transportation engineering and planning knowledge to identify transportation requirements related to land use changes and recommendations that will have short-term and long-range impacts to the City. The position supports the implementation of the City Plan with a focus on planning and optimizing transportation infrastructure that meets the demand of a growing, complex city and serves an increasing number of destinations using a variety of travel modes. As part of a multidisciplinary team, you will also collaborate with other work areas and improve your understanding of broader considerations required in the urban planning process.
Keeping in perspective the cost, staging and prioritization of infrastructure, this role, under the supervision of the Project and/or Senior Engineers, will initiate discussions and work closely with area developers, adjoining municipalities, City staff, the public, and higher orders of government to support orderly development, seek resolution to conflicts and advance City interests and corporate objectives.

Qualifications:

  • Bachelor’s Degree in Civil Engineering or Transportation Engineering. Alternatively a similar program meeting APEGA’s academic requirements will also be accepted providing the applicant is already accepted as an APEGA E.I.T
  • Membership with APEGA as Engineer-in-Training (EIT) and working towards a P.Eng is a requirement. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment.
  • Understanding and adherence to all APEGA regulations and standards
  • Knowledge of and experience with Transportation Planning and Traffic Engineering
  • Knowledge of design and construction standards, specifications, bylaws and legislation as they relate to project assigned
  • Knowledge of the Municipal Government Act, city standards, the City Plan, and City of Edmonton Zoning Bylaw is preferre

Responsibilities:

  • Apply knowledge of transportation engineering, including transit, active transportation and traffic operations, engineering design and construction standards, zoning and other bylaws, and/or corporate strategic direction to land development applications, including area structure, district and redevelopment plans, neighborhoods or community plans, rezoning and road closures
  • Integrate into sensitive and/or complex engineering decisions any ongoing or anticipated municipal priorities or projects, emerging issues, trends, best practices, safety and operational considerations, studies, techniques, technologies, societal shifts, and/or emerging public opinions
  • Prepare and document findings in the form of written responses, including council and committee reports and public inquiries, general and technical information, advisements, conditions, and/or recommendations
  • Collaborate and develop positive working relationships with applicants, and internal and external stakeholders to identify creative engineering solutions to problems, share information, and provide excellent customer service
  • Under the supervision of the Project and/or Senior Engineer(s), review and recommend approval of concept plans and preliminary engineering drawings, access requests and closures, road and alley closure inquiries, and other transportation requests
  • Liaise with other City departments and external agencies, including Alberta Transportation and adjacent municipalities in preparation of integrated planning and engineering recommendations and identification of emerging issues
  • Prepare and review amendments to the Transportation System Bylaw, Arterial Roadway Assessments Bylaw, and other transportation-related policies and procedures
  • Perform periodic site checks to confirm development requirements
  • Assist with the review of transportation impact assessments and other transportation-related studies
  • Participate and contribute to public engagement activities and team meetings
  • Perform other related duties as required
