JOB DESCRIPTION

As a Transportation Engineering Coordinator, you will coordinate the review and evaluation of, and response to, development applications, and Committee of Adjustment applications, with respect to all transportation-related aspects, and assist with the review of proposals for permanent road closings from a traffic planning perspective. As an integral team member, you will represent the Division at Committees of Council, public meetings and other meetings and the Local Planning Appeal Tribunal (formerly the Ontario Municipal Board) to achieve City and divisional policy objectives.
YOUR APPLICATION MUST DESCRIBE YOUR QUALIFICATIONS AS THEY RELATE TO:
- Post-secondary degree, diploma or certificate in Engineering, Transportation Planning or a related discipline from a recognized university or technical college, or the equivalent combination of education and experience.
- Considerable experience in Transportation Planning and/or Transportation Engineering.
- Considerable experience in analyzing and interpreting the results of various transportation studies (such as Traffic Impact Studies, Parking Studies, Transportation Corridor Studies, etc.).
- Experience using specialized computerized software in the field of Transportation Planning (i.e. Synchro/SimTraffic, etc.).
Responsibilities:
- Formulates recommendations on mitigation measures for operational impact of major projects such as development proposals, capital works projects, and road closures on the municipal road network, and payment in lieu of parking applications
- Provides a detailed review of any transportation-related studies that are submitted as part of the development review process
- Ensures that the municipal road network will accommodate the vehicle, cycling and pedestrian traffic generated by development proposals and reviews the design of mitigating measures and streetscape elements
- Consults with other sections in Transportation Services, other City divisions, Agencies/Boards/Commissions, external stakeholders and other government agencies to coordinate the review of development applications
- Ensures that development applications can accommodate parking and loading by co-ordinating their requirements during the development review process
- Assigns to staff, prioritizes and tracks the review of traffic impact studies/development applications, and provides quality control
- Prepares and submits staff memos/reports to Council and Committees of Council that are technically and grammatically accurate, and are completed in a timely fashion in accordance with Council deadlines for review/signature
- Represents the Division at developer/consultant meetings, community meetings, various committees and Community Council
- Prepares evidence and provides expert testimony at the Ontario Land Tribunal and the Toronto Local Appeal Body, as required
- Implements detailed plans and recommends policies/procedures regarding program-specific requirements
- Liaises and consults with elected officials, developers, consultants and the public on the review of transportation impacts from development applications
- Communicates and explains technical requirements and rationalizes/defends recommendations and decisions made on development applications
- Reviews legal/development agreements to ensure that transportation-related requirements are accurately and appropriately represented
- Coordinates the processing of permit applications for temporary and permanent access to public streets from a traffic planning perspective, including the review of proposals to close public highways for the purpose of eventual sale or jurisdictional transfer
- Coordinates the receipt of deposits and paying of refunds to developers and participates in the traffic planning budget process
- Provides technical input for capital works and environmental assessment projects
- Researches, reviews, and provides recommendations on road network improvements
- Provides transportation input to area-wide planning studiesConducts site visits and/or field studies, as required
