JOB SUMMARY

Reporting to the Project Manager, Transportation Operations, the Transportation Operations Technologist is responsible for providing technical and planning support for transportation operations and maintenance programs and projects, ensuring effective operations, regulatory compliance, and best practices. This role is responsible for development, administration and implementation of various operations and maintenance contracts, ensuring compliance with specifications, legislation, and municipal policies. The Technologist conducts data analysis and reporting to inform decision-making and recommend improvements for asset maintenance programs and projects, and operational planning requirements.
EDUCATION
- Post-secondary diploma in Civil, Construction or Environmental Engineering Technology or a related discipline.
- Completion of the Drainage Superintendent Course or equivalent, through a post-secondary institution or industry association, is preferred.
- An equivalent combination of education, experience and qualifications may be considered.
KNOWLEDGE
- 5 years of experience in civil, construction, or environmental related engineering, road and storm water operations and maintenance, and/or contract management.
- Experience in winter control operations is an asset.
- Experience with GIS and related applications such as Field Maps, Quick Capture, etc. would be an asset.
- Experience with a computerized maintenance management systems (CMMS i.e. Cityworks) is an asset.
- Experience with GPS/AVL applications would be an asset.
- Working knowledge of the Region’s road design guidelines, Minimum Maintenance Standards O. Reg. 239/02, Ontario Provincial Standards (OPS), MTO Geometric Design Standards, MTO Roadside Safety Manual, TAC Geometric Design Guidelines, Ontario Traffic Manual (Book 7 – Temporary Conditions), Niagara Peninsula Standard Contract Document (NPSCD), and all applicable legislation and regulations (Occupational Health & Safety Act, Highway Traffic Act, Municipal Act, etc.), and applicable contract law.
- Knowledge of business intelligence software, programs and principles such as Power BI is preferred.
- Sound knowledge of road maintenance operations, including stormwater collection systems is preferred.
- Advanced knowledge, experience and skills in Microsoft Office Suite programs (Word, Excel, PowerPoint, Access, Project and Outlook) is required.
- Must currently be certified or become certified within 12 months of hire as a Certified Engineering Technologist (C.E.T.), Certified Technician or Certified Engineering Technician (C.Tech), or Applied Science Technologist (A.Sc.T.) designation from the Ontario Association of Certified Engineering Technicians and Technologist (OACETT).
- Project Management Professional (PMP) certification is preferred.
ADMINISTERS THE IMPLEMENTATION OF VARIOUS OPERATIONS AND MAINTENANCE CONTRACTS (E.G. WINTER CONTROL SERVICES, STREET SWEEPING, CATCH BASIN MAINTENANCE, TREE REMOVAL AND PLANTING ETC.) FOR THE TRANSPORTATION OPERATIONS SECTION, ENSURING COMPLIANCE WITH CONTRACTS SPECIFICATIONS, LEGISLATIVE REQUIREMENTS AND REGIONAL PROGRAMS AND POLICIES. (20% OF TIME)
- Ensures that services are delivered in accordance with contractual requirements and service level expectations, by overseeing contractor performance, ensuring regulatory compliance and permitting requirements and maintaining a consistent contractor monitoring system.
- Prepares and/or assists in the preparation of reports, recommendations and other documents and compiles statistical information related to contract administration.
- Performs financial administration activities, including the preparation of contractor payments, budget tracking and reporting for related expenditures, with a focus on cost management.
- Conducts investigations related to contract compliance, legislative requirements and Regional programs and policies.
- Participates in the development and/or revision of operating policies and procedures, as required by Management, to establish standards and common practices for administering Transportation Operations contracts.
- Helps ensure the safety of contractual staff by reporting violations or unsafe practices.
- Leads monthly and quarterly operations meetings with contractors to review performance indicators and identify/resolve service deficiencies and work failures, while promoting a culture of partnership that is client-centered and service-oriented.
- Escalates contentious contractual issues to Management, as required.
- Conducts occasional site visits to perform field inspections (as necessary).

- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
