BBH is currently searching for an experienced Travailleur Designee who will act as the employer’s assistant in the prevention and protection of occupational risks within the company.
The Travailleur Designee must be able to: Assume and organize the general supervision of compliance with the legal and regulatory provisions in force in the field of safety and health of workers, Define a company strategy to develop the safety and health of its workers, Monitor the working methods and means used, the assessment and study of risks and the provisions relating to the prevention of accidents, Conduct regular safety visits; Manage safety records and maintain maintenance records, Developing, maintaining, and communicating safety and health, alert, alarm, response, and evacuation plans, Preparing, organizing, and conducting evacuation drills.
The Travailleur Designee must also maintain relations with the Inspectorate of Labor and Mines, the inspection bodies and the occupational health service to which the company is affiliated and with the other health and safety control authorities as well as with the emergency services in the event of accidents.
Responsibilities:

Health and Safety

  • Keeping and maintaining the Health & Safety Policy manual and updating with any new procedures when advised by the external consultants and Global Health & Safety manager, including but not limited to changes in legislation, training requirements, and updates as a result of Health & Safety Inspections.
  • Enforce existing legal provisions and regulations with regard to the safety and health of the workforce, including the employees under a fixed-term employment contract or who have been seconded within the framework of a temporary loan of labour;
  • Act as the employer’s representative and define the business strategy in terms of the development of safety and health for its employees;
  • Develops and maintain strong relations with Enterprise Services, office lead and functional heads to assist and manage security risks.
  • Develop, maintain and communicate safety and health plans, as well as warning, alarm, intervention and evacuation procedures
  • Prepare, organize and conduct evacuation drills

Due Diligence & Investigations

  • Act as subject matter expert to all stakeholders, and by direction when appropriate, conduct or participate in health and safety investigations related to a variety of internal and external matters.
  • Conduct Due Diligence assessments and programs to identify health and safety vulnerabilities.

Risk Assessment

  • Coordinating the Risk Assessment Programme and Health & Safety Inspection Programme as directed by the External Health & Safety Contractor and Health & Safety Manager. Ensuring any actions arising from the Health & Safety Audits are addressed as instructed.
  • Keep the safety inspection register and maintenance books
  • Assess the business’s or establishment’s situation in terms of occupational safety and health
  • Monitor the working methods and resources used, the risk assessment and studies and the provisions relating to accident prevention
  • Carry out regular safety visits; manage safety registers and maintain maintenance books
  • Develop, maintain, and communicate safety and health, alert, alarm, intervention and evacuation plans

Incident Management and Response

  • Manage health and safety Incidents and responses to them
  • Coordinating the Accident Investigation and Reporting
  • Procedure, including submitting reports on work accidents as required by local authorities
  • Recording any hazardous substances and materials and passing on the recordings to the Safety Consultant for assessment

Intelligence Analysis

  • Aggregate, organize, analyze, interpret, and summarize information to provide actionable intelligence and situational awareness to decision makers.

Management Responsibilities

  • Maintain good relations with the Inspectorate of Labour and Mines (Inspection du travail et des mines - ITM), the supervisory bodies, the occupational health service where the business is registered, the supervisory bodies for occupational health and safety as well as the emergency services in case of accident and fire.
  • Prepare, organize and conduct evacuation drills;
  • Assess the situation of the company or the establishment in terms of occupational safety and health,
  • Providing Health & Safety Induction Training to new employees. Completing the Induction Checklist for new starts and long term temporary employees including ensuring each new employee (or when an employee has had a significant role change) has had a display screen assessment completed.
  • Liaising with the Health & Safety Executive, the Company’s Insurers and other external bodies

Education level and/or relevant experience(s)

  • BA/BS degree or equivalent work experience
  • 10+ years of experience in corporate security, a local or federal law enforcement agency, or government intelligence agency
  • 8+ years of people/staff management experience

Knowledge and skills

  • Demonstrated practical experience with incident and crisis management
  • Successful track record in managing Enterprise-Wide Access Control and Video Surveillance Systems
  • Demonstrated understanding of the regulatory, legal, and criminal justice systems
  • Effective in communicating security and safety programs, risks, potential and actual outcomes of the program, both verbally and in writing, so they are persuasive, placed in the appropriate context, and understood by the recipient.
  • Work involves sensitive and confidential information; discretion is essential.
  • Advanced PC Skills- Microsoft Office Suite, SharePoint, Database research, open-source, risk/security analytical/analysis.
  • Experience of C-Cure 9000 is desirable
  • Other requirements (licenses, certifications, specialized training, physical or mental abilities required)
  • Travailleur Designee training certificate that follows the two following aspects, the Luxembourgish legislation on occupational health and safety and the general aspects of occupational health and safety
