Description:
Overview:
The Treasury Analyst will develop and administer systems for cash management, short-term borrowing and manage banking relationships. The position is also responsible for completing monthly bank and treasury reconciliations, assisting with the year-end external audit, administer finance policies and signing authority matrix. The position works with Financial Reporting systems to continually improve reporting requirements and processes
Responsibilities:
In a team based organizational and management structure, under the direction of the Director, Finance:
- Develops, implements and administers systems for cash management including trending and forecasting models to improve decisions. This includes updating weekly and monthly cash forecasts.
- Develops and maintains professional relationships with banking institutions. This includes negotiating service fees, issuing RFP’s for banking services, renewing operating line of credit agreements.
- Ensures all bank accounts are established in accordance with NTPC’s financial administration policy, NTPC legislation and the Government of the Northwest Territories Financial Administration Act.
- Reconciles all NTPC bank accounts, on a monthly basis. Identifies differences, initiates corrections and follows up on journal entries to clear reconciling items. Investigates discrepancies with various NTPC Divisions. Provides consulting advice to field offices for accounting transactions to clear account reconciliations.
- Assists in the planning and completion of the Corporation’s year end external audit by preparing year-end working papers for the Auditors by analyzing accounts, preparing and reviewing reconciliations for outstanding items, calculating and explaining variances, obtaining adequate explanation and backup for unusual balances and responding to Auditor questions as required.
- Works collaboratively with the Financial Reporting Systems team to continually automate reporting requirements, implement new reporting software, and develop and execute new reporting tools.
- Administers the payments and obligations of the Corporation as outlined in the terms and conditions of any outstanding transaction and borrowing agreement, including initiating payment of long term debt and capital lease obligations.
- Assists the Controller in administering corporate finance policies ensuing compliance with NTPC legislation, the GNWT Financial Administration Act and Canadian public sector accounting standards.
- Administers and updates the signing authority policy and signing authority matrix ensuring signing authorities are updated. This includes updating bank signing authorities.
- Completes monthly and quarterly reconciliations of general ledgers and subledgers.
- Sets up new vendors and completes vendor maintenance in the financial system following NTPC approved procedures and controls.
- Provides training to and receives training from co-workers in financial functions such as monthly, quarterly and annual reporting requirements, providing information related to regulatory applications, providing accounting support to the field and administrative duties.
- Performs other responsibilities in applicable areas within work unit as assigned by the Director, Finance.
Qualifications:
- Business Admin diploma with at least two years related financial experience required. Equivalencies may be considered.
- Working knowledge of computerized accounting systems is required.
- Experience with fiscal year-end working papers and completing bank reconciliations is an asset.
- Experience in a Great Plains, and experience with computer generated report programs would be an asset.
- Working knowledge of Excel.
- High level of organizational skills to meet deadlines.
Salary for this position ranges from $50.05/hr-$60.81/hr, plus a location allowance of approximately $3,823 per annum. Relocation assistance may be provided. This position is based in Hay River, NT and requires the successful incumbent to reside in Hay River, NT.
