Description:

Staff Management Support senior staff in the implementation and management of changes relating to emergency planning and resilience Support the formation of the Trust response in the development of advances in emergency planning and resilience Represent the Trust at meetings with other relevant authorities and organisations in relation to emergency planning and resilience Support the development of an innovative business approach with an emphasis on making the best use of the Head of EPRRs resources, time and effort to optimise performance Act as the deputy for EPRR in the absence of Head of EPRR/BC, Lead for Mortuaries and make policy and operational decisions in their absence within their remit of authorisation Financial Management Be responsible to the Head of EPRR/BC / Lead for Mortuaries for the financial control of resources associated with EPRR Knowledge of Financial Systems e.g. monitoring budget management, processing invoices and procurement and support the provision and maintenance of equipment and resources related to EPRR Lead specific projects to improve financial management as agreed with the Head of EPRR / BC Participate in the business planning process, producing capital and revenue business cases and proposals for service development Communication Maintain the EPRR intranet section ensuring contents is up to date and user friendly Work with the Communication Department to contribute to the maintenance of robust lines of communication for alerting and responding to incidents to fulfil warning and informing requirements Maintain an accurate staff cascade list to ensure emergency activation lists are effective Have the ability to communicate (oral and written) to all Trust personnel, including executives, in a manner appropriate to their role and position Produce quarterly emergency planning reports including progress against plans, incident and exercise reports Lead the six monthly communication exercises and produce a report to identify findings and learning Actively promote and represent the Trust with positive and appropriate contributions at meetings Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required Experience of creating and giving presentations to a varied group of internal and external stakeholders Motivational skills to encourage collaborative working Teaching and Training Promote a positive learning environment and contribute to a meaningful educational experience for all new starters/learners through induction supporting competency assessments in order to achieve and maintain competencies across both sites Act as a role model in delivering a high standard and professional EPRR training package to all levels of staff within the Trust, promoting excellence and enabling understanding through evidence based training To develop and support an on-going EPRR strategy, so to ensure that relevant staff receive refresher training in incident management and response. That such staff understand the statutory requirement to undertake such training To lead and support on delivery on training in relation to HAZMAT/CBRNE. To ensure own practices are up to date in order to provide quality training that ensures an effective response by participating personnel Support the delivery of a range of emergency planning and business continuity training and development programmes for all staff across the Trust Support delivery of the Trust exercise programme to test emergency and business continuity programmes and policies across the Trust to ensure and maintain staff and patient safety and well-being To support the design, implement and the review of teaching sessions for all key staff e.g.
Clinical Site Managers, embedding an ethos of consistent learning and sharing together Support development of an ongoing strategy to ensure that all staff receive refresher training in issues relating to emergency planning and business continuity Liaise with managers and the Learning Development Team to ensure emergency planning / business continuity training is included within Training and Development plans for relevant staff and are reflective against their Training Needs Analysis Develop and initiate exercises for specific parts of the major incident plan or Trust emergency / continuity plans Review the responses to any exercise within the Trust, produce a report with recommendations for improvements and summarise results for Head of Emergency Planning and Resilience, Business continuity and Lead for Mortuaries Follow up recommendations resulting from exercises to ensure they are implemented within the Trust Ensure exercise programme complies with the CCA 2004 requirements including 6 monthly commex, annual table top and three yearly multi agency exercise Maintain accurate records of exercises and training and produce appropriate reports and action plans for improvement Co-ordinate debriefings following incidents and ensure that lessons learnt are embedded in policy and practice Responsible for completing regular audits including testing of the Incident Coordination Centre and EPRR dedicated equipment Information and Knowledge Management Understand and educate others in the national and sector emergency planning and resilience requirements Understand the management of major, mass casualty incidents and business continuity Lead on EPRR risk management by understanding risk and hazard assessment / risk management systems, represent the Trust by attending the NHSE EPRR Risk Management Group Provide a recognised point of contact for authoritative, specialist advice on emergency planning. Liaise with and understand the roles of statutory and non-statutory emergency planning agencies. Maintain a Trust database of major and mass casualty incidents. Review Department of Health and Sector guidance and directives to ensure they are appropriately imbedded within Trust policy and guidance Organisational Management Establish and maintain an efficient office function including reference sources, records, and correspondences To manage own time and work items ensuring fulfilment of the core tasks of this role and seek ways of efficient working that both supports the department and the Trust Participate appropriately as a member and act as secretariat to the EPRR Working and Strategic Group To carry out any other duties as agreed with the Head of EPRR/BC Analytical Use postgraduate educational skills to analyse highly complex and sensitive issues where material is conflicting and drawn from multiple sources and produce and present detailed discussions and conclusions Demonstrate capability to act upon incomplete information, using experience to make inferences and decision making Experience of setting up and implementing internal processes and procedures, analyse data and produce briefing papers and recommendations based on the observations.

To engage with internal and external partners to improve existing capabilities and to investigate and implement new equipment and methodologies into the wider emergency planning environment Act as a role model at all times ensuring Trust values are embedded within every aspect of the service Demonstrate continuing professional development (CPD) including course attendance and reflective learning To maintain a high level of knowledge and competence within the field of emergency planning / resilience Agree own annual objectives and own Personal Development Plan To maintain personal professional development and a record of professional learning and experience
