GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs complex contract assistance support and review work for the Facilities & Operations Division at the Texas Department of Motor Vehicles (TxDMV). This candidate will ensure compliance with procedures, regulations, agency policies, and laws associated with service contracts and purchasing of commodity goods. This candidate reports to the Facility and Fleet Manager under general supervision, with moderate latitude for the use of initiative and independent judgment.

Ability to communicate effectively, both orally and in writing, and provide guidance to others.

Qualifications

EDUCATION AND EXPERIENCE

  • Graduation from a standard senior high school or GED. Must have at least two (2) years of experience in contracts, procurement, budget, legal or other relevant work-related activities.
  • Must obtain Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer within 12 months of employment.

PREFERRED REQUIREMENTS

Experience with the Central Accounting and Payroll/Personnel System (CAPPS) Financial Systems.

Responsibilities:

ESSENTIAL DUTIES

Serves as a liaison to staff, for both internal and external stakeholders, maintains vendor relationships, and monitors vendor compliance with contract terms and conditions.
Oversees all aspects of assigned purchase orders and contracts for the facilities and operations division.
Coordinates and oversees contract renewals by engaging necessary stakeholders and facilitating required action items.
Maintains and tracks budgetary and performance related to purchase orders and contracts.
Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies.
Administers the billing process and eligibility monitoring functions for contract billings and invoicing.
Provides technical assistance in the development and preparation of contracts and amendments.
Analyzes and identifies potential concerns related to purchase orders or contracts and provides recommendations for resolution.
Manages digital records, e-forms, and proper data storage on the agency’s drives, and iCloud services.
Utilizes the Centralized Accounting and Payroll/Personnel System (CAPPS) to submit requisitions and to receive invoices.
When applicable, conducts need assessments to determine requirements for the purchase of goods or services.
May travels up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties and related work as assigned.
