Description:
MoH recently implemented active and intensive TB case finding to accelerate new TB cases in Indonesia. This activity required TB screening using the CXR, particularly for household contact, close contact, PLHIV, DM patients, and malnutrition children. At the national level, the Activity will advocate for BPJS to fund CXR screenings to improve case detection and support TPT coverage. The Activity will coordinate with other related USAID projects on TB and HSS program (i.e USAID TBPS and USAID HFA), NTP, related ministries, and local NGOs for collaborative efforts through highlevel meetings, employ evidence-based approaches, produce policy papers, and engage in policy dialogues. At the provincial level, the Activity will assist PHOs and DHOs in locations with high fiscal capacity in organizing meetings with BPJS regional offices and local government to discuss how unabsorbed annual domestic funding can be optimized to cover local CXR screenings in designated district hospitals.
To implement this activity, USAID BEBAS TB planned to seek expert consultant to develop policy paper and conducts meetings on advocacy to BPJS together with MoH.
Scope of Work: The Country Consultant will work closely with a Principal HSS Advisor to lead the implementation of advocacy activities with NTP to BPJS Kesehatan and legislatives if it needed, on financing TB screening using chest x-ray and TB prevention efforts
Responsibilities will include travel within the implementation country, stakeholder engagement and coordination, data collection, workshop facilitation, analysis, scoring, report preparation, and collaboration with the USAID HS4TB project team.
QUALIFICATIONS
Degree in Public Health, Health Economics, International Development,
Science or a related field.
Experience and expertise in policy paper development on health regulation
and domestic government health financing is a requirement.
Substantial experience working with the country’s government stakeholders
involved in health, such as the MOH, required. Experience working with
government TB stakeholders is preferred.
Experience in TB programs and strengthening health systems is ideal but not
required.
Proven expertise in conducting key informant interviews, focus group
discussions, and stakeholder workshops in the context of health and/or
finance.
Familiarity with financial analysis, budget formulation, and tracking
processes related to health programs.
Experience working on international development projects, preferably with
USAID or similar development partners.
Strong analytical and problem-solving skills to comprehensively analyze the
health financing landscape.
Excellent communication skills, demonstrated through engaging with
government health and finance stakeholders, facilitating workshops, and
presenting findings effectively.
Previous experience in scoring tools or indices, especially in the health
sector, is highly desirable.
Ability to collaborate effectively with a diverse team, including regional
consultants and logistic advisors.
Flexibility and adaptability to travel within the country for in-country
engagements.
Proficiency in compiling comprehensive country reports, incorporating
feedback, and finalizing reports for submission.
The ideal candidate will possess a blend of technical skills and practical
experience to effectively conduct implementation the advocacy activities lead by USAID BEAS TB, contributing to the project’s objectives and the broader goal of sustaining TB programs.
