Description:

Reporting to the Supervisor, Utility Billing & Technical Support, the Utility Billing Financial Analyst is a key member in the execution of financial operations of the Utility Billing team within Strathcona County. This position helps ensure that the utility billing software and financial records are complete and accurate, troubleshoots utility billing systems and customer account issues, and trains department users on the systems that are utilized within the Utilities area.
This position performs various utility billing financial transactions, analysis, reconciliations, and is involved in maintaining the integrity of the overall utility billing financial and statistical data.

QUALIFICATIONS AND SKILLS:

  • Degree or a diploma in Accounting, Finance or Business plus a minimum of 2 years of Accounting experience
  • In-depth knowledge of Strathcona County’s Water System Bylaw, the Annual Fees, Rates and Charges Bylaw, Sewer and Wastewater System Bylaw, Waste Management Bylaw, the Freedom of Information and Protection of Privacy Act and the Municipal Government Act relating to the utilities area would be an asset
  • Expert knowledge in utility billing software with knowledge of water & sewer infrastructure
  • Experience in a complex business environment or municipal government setting would be considered an asset
  • Detailed knowledge with ERP and reporting tools; experience with Tempest would be an asset
  • Public sector/municipal utilities/finance experience is expected
  • Excellent communication skills, written and verbal, to provide knowledgeable solutions relating to utility billing information
  • Technological proficiency with Microsoft Office especially Excel, Word, and Outlook

Responsibilities:

  • Maintain functionality and integrity of the utility billing software and data
  • Lead the set up and maintenance of internal controls in the utility billing software (e.g. ensure authorized users have appropriate access, approval setup, etc.)
  • Create and maintain utility billing templates and schedules
  • Create monthly utility billing reporting and statistical information (e.g. consumption statistics)
  • Provide recommendations for system modifications or changes for continuous improvement
  • Review and authorize financial adjustments, invoices, and other transactions
  • Create and maintain procedures for staff and ensure compliance (e.g. move in/outs, credit cards, final bills, cash float procedures, etc.)
  • Train new staff on utility billing software
  • Provide ongoing support and troubleshooting to utility billing system users
