The purpose of this intermediate position is to perform the functions and activities associated with the appraisal of assigned classes of property. This is accomplished by inspecting, collecting and analyzing data, applying appropriate valuation approaches and techniques, reviewing and exercising broad discretion regarding appraised values. Works under moderate supervision.
Education/Technical Requirements & Work Experience

EDUCATION REQUIREMENTS

  • Required: Bachelor’s Degree.
  • Major in Accounting, Finance or Real Estate preferred.
  • Successful completion of Texas Department of Licensing and Regulation (TDLR) Registered Professional Appraiser License (RPA) within one year of starting this position.
  • In certain circumstances the college degree requirement may be waived for an individual with one or more of the following:
    An RPA and current active registration with the Texas Department of Licensing and Regulation. A residential or general appraiser license currently active with the Texas Appraiser Licensing and Certification Board. Five or more years of applicable experience within the last ten years of the date of application. For applicants who are currently employed by the Harris Central Appraisal District, two (2) or more years of experience at the appraisal district and 60 hours of college credit. An honorable discharge from a branch of the US Armed Services.

  • Required: 2+ years of work experience including mass appraisal experience.

General Responsibilities (Broad responsibilities that are consistent across job families)

  • The Industrial Analyst position performs the valuation of both real and personal property.
  • Perform intermediate appraisal work in the creation of equitable personal property market values as required by the Texas Property Tax Code and HCAD policies and procedures; appraisal of assigned classes of properties including inspection, data collection, analysis, application of appropriate valuation approaches and techniques.
  • Valuate and equalize assigned classes of property including model and schedule development and

testing, property classification, expense analysis, and edit reports for equity analysis.

  • Utilize cost and other pertinent information including analytical and statistical reports within the computer system’s environment to develop valuation models for personal property. Field check properties as necessary for model development.
  • Maintain HCAD database by operating a PC and window’s operating system; HCAD’s WinTDE and WinRDE CAMA systems efficiently for the retrieval and maintenance of information; quality control appraisal data for accuracy and proper format for entry to WinTDE CAMA; verify or convey such information to the public in response to inquiries.
  • Maintain the SIC codes and identify and solve problems associated with specific SIC codes during the valuation process.
  • Performs mass appraisals using valuation models and schedules.
  • Perform intermediate appraisal work in the creation of equitable personal property market values as required by the Texas Property Tax Code and HCAD policies and procedures.
  • Demonstrate professionalism in conduct, appearance, and attitude toward working with property

owners, members of the tax community, and district co-workers.

  • Conduct primary data collection and review of property values using income and expense reviews, analysis, and field inspections.
  • Valuate and equalize assigned classes of property including model and schedule development and

testing, property classification, cost analysis, and edit reports for equity analysis.

  • Process administrative changes.
  • Communicate with property owners and review problem accounts.
  • Assist with correction hearings and meetings.
  • Make presentations to internal and external audiences.
  • Represents the Chief Appraiser in informal meetings and formal hearings.
  • May assist on special division projects.
  • Performs other duties as assigned.

Position Qualifications & Requirements

PHYSICAL & MENTAL REQUIREMENTS

Must have sufficient mobility to visit property sites that may feature rough terrain and to work outdoors in unfavorable weather conditions. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 50-pounds.
The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
