VALUE FOR MONEY (VfM) ASSISTANT MANAGER, UK WIDE

NEW GROUND WON’T BREAK ITSELF.

We are seeking Assistant Managers to work for clients in local government (which includes the police and fire sector) and / or the NHS as part of our Public Services Assurance national Value for Money (VfM) team.
While the focus of the work will be supporting the delivery of VfM projects to key audit clients, there may also be opportunity to be involved in the wider work of the team including providing guidance for the wider practice, data analysis, reviews of national policies and producing research and thought leadership reports to take to market.
Let’s talk about the role:
Following the adoption of the NAO’s new VfM code of practice for local authority and NHS audits in 2020/21, we have created a new national VfM team. We are looking to expand the capacity and expertise within this team to deliver greater depth and breadth of VfM work, particularly for clients with the greatest challenges, and support the wider practice in delivering VfM work by working closely with audit teams. Your primary contribution will be in the form of focused project work, in response to specific VfM risks.
We are looking for you to be part of the delivery team on VfM projects, undertaking the initial analysis / reviewing and compiling draft findings. You will be working as part of a larger team and we will put the appropriate support around you throughout the process, to develop our collective thinking and our messaging in the final report, and of course discussing this with the audit team. Key messages will inform our development of thought leadership. There may also be opportunities to work on joint projects with our public services advisory team.
The specific work programme will be tailored to the particular risks identified at each client, however examples of potential subject matter are: Financial Sustainability, Governance, Economy and Efficiency and effectiveness.
A look into the role

Key responsibilities:

  • Oversee aspects of VfM audit fieldwork and completion.
  • Interprets information, for example independent benchmarking data or client policies/procedures, to identify matters to discuss with the client and potentially include in a report.
  • Populate findings and conclusions into Excel workbooks and ensure evidence is logically referenced and retained to meet quality standards.
  • Communicates any issues relating to a VfM audit with the manager or director including matters which arise during the VfM audit which were not identified at the planning stage.
  • Addresses, discusses and advances conclusions in respect of VfM issues identified during the audit.
  • Produces client deliverables, specifically drafting sections of the report to management.
  • Maintains up to date understanding of relevant sector knowledge.
  • Maintains good working relationships with client staff.
  • Adheres to the firm’s risk management policies and procedures, including being familiar with and consulting the VfM Code and approach.

We envisage that this role would suit an experienced in-charge or recently qualified accountant. An accounting qualification is not essential, but confidence working with and interpreting financial information is necessary for the role. Other qualifications such as those relating to internal audit are also relevant.
The Public Services Assurance team has a national profile, and therefore we are not tied to candidates from a particular region.

  • With a genuine interest in our clients and the associated sectors. Direct experience of working with local government and/or NHS clients is desirable but not essential.
  • Knowledge of VfM audit, internal audit, well led, and clinical governance is desirable, but not essential.
  • Ability to work independently, summarise information from a wide range of sources to draw conclusions, and work with clients.
