Description:
THE OPPORTUNITY
The Western Canada Lottery Corporation (WCLC) is looking for a Vendor and Contract Specialist to join our Procurement and Contract Services department in Winnipeg, Manitoba. This position is responsible for the management of our vendor and contract management processes, including departmental processes.
QUALIFICATIONS AND COMPETENCIES:
- Minimum of 3 years proven experience in vendor and/or contracts administration or related discipline, well versed in contract negotiation
- Enrollment in Purchasing Management program preferred
- Knowledge of Inventory controls/ previous purchasing experience, a definite asset
- Advanced working knowledge of Microsoft Office Programs including Excel and Word
- Excellent written and oral communication skills with the ability to effecitively communicate and interact with various internal and external stakeholders.
- Ability to organize and prioritize workflow to meet deadlines
- Cross functional team experience

Responsibilities:
- Administer and ensure that WCLC Procurement policies are adhered to.
- Oversee the planning, collection, approval, and retention of all contracts.
- Advises and leads internal business partners through various vendor and contract processes.
- Ability to collaborate with management and legal counsel to address complex legal issues and ensure compliance with relevant laws and regulations.
- Plan, analyze and make recommendations on vendor agreement terms and conditions.
- Assists in the development and negotiations of new supplier agreements and contracts.
- Manage and monitor the vendor scorecard process ensuring vendor performance meets expectations reflected in the contract.
- Monitor and schedule contract renewal and expiry dates.
- Maintain vendor and contract database.
- Other duties as assigned.
