Description:

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. IO has been recognized domestically and internationally for the way it does business and the success it has had with its major projects, real estate services, infrastructure lending, commercial projects, and development mandate. IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.
Development is responsible for executing strategic land development opportunities that include the delivery of Transit-Oriented Communities (TOC), the use of surplus lands for social purpose outcomes (e.g., attainable housing, health care and long-term care), and the planning and delivery of landmark projects like the redevelopment of Ontario Place.
The VP, Development, Transit Oriented Communities (TOC) will provide leadership over a segment of the Transit-Oriented Communities (TOC) Subways portfolio through the oversight of strategic real estate transactions relating to TOC opportunities for the Province that will integrate delivery of housing with transit, reduce costs, increase revenue and improve overall service delivery, which includes supporting the Province in negotiations with the private sector.
The VP, Development, TOC leads a growing team and is responsible for a multi-billion dollar development portfolio along the planned subway extensions. This role is accountable for partnering with counterparts in Metrolinx to ensure a consistent application of the TOC governance structure. Additionally, there is accountability for identifying and potentially implementing areas of improvement within IO’s existing lines of business, which support TOC related work.

Responsibilities:

  • Manage a network of strategic internal and external partnerships to facilitate the advancement of real estate development transactions of a segment of the TOC subways portfolio.
  • Represent the Province during negotiations with the private sector / other levels of government.
  • Structure and lead discussions and communications with private sector stakeholders through market sounding and transaction implementation discussions. Lead established governance processes and workplans for projects, including appropriate committees, and identification of internal and external advisors.
  • Oversee the formulated strategies and transaction structures. Lead discussions of business area objectives and strategy with the divisional executive, including preferred project types, deal structures, and solutions.
  • Ensure transaction leads at the Director-level manage the development and socialization of select TOC proposals and business cases with high-level internal and external stakeholders, successfully advance them through feasibility, planning, and transaction, and ultimately close them. Provide guidance over the determination of project budgets and approach and ensure that all aspects of TOC transactions are delegated appropriately to team members.
  • Oversee the delivery of TOC transactions within established budgets, being accountable for both the quality and efficiency of services delivered.
  • Lead the development of business cases, financial models, transaction documents, etc. in support of TOC transaction structuring activities. Includes oversight of Development Directors’ project budgets and related documentation.
  • Validate communications and presentation materials and represent IO at senior-level briefings and decision-making tables within government.
  • Prepare briefing materials to support the issues management process for senior executives as well as Board of Directors.
  • Build team and individual skills and capabilities through mentoring, coaching, training, and industry discussions/ conferences/ events etc. Ensure a strong talent.
  • Support government approvals processes, including support for client ministry Treasury Board submissions, briefing materials, etc. as related to TOC transactions.
