Description:
Will possess specialist knowledge on waste legislation and have lead responsibility for the development, management, maintenance, and will continue to develop the Trust Waste Policy and monitoring services to ensure compliance. To ensure waste compliance in relation to storage and segregation across the Hospital sites. To act as a focal point of contact at a multi-disciplinary level on all matters appertaining to waste management/ recycling and segregation techniques and respond to specialist information requests as required. Promote and champion the overall concept of waste management at GOSH.
Development of specific guidance documents and related information, and their promotion and promulgation utilising training, website and publications. Continually assesses and provides specialist advice on waste management performance at GOSH, developing key waste performance indicators and objectives and targets, management control plan, to improve overall performance, and monitoring standards achieved. Working closely with the site base Facilities and Floor Managers act as the focal point of contact for the management, liaison and coordination of regular internal waste audits of all areas within GOSH premises and operational activities, to ensure compliance with legislation and GOSH policies and procedures. The post holder shall advise on and where appropriate on recycling schemes.
Also, carry out environmental impact assessments for Estate and Facilities developments. Research, develop, maintain, and monitor a comprehensive GOSH Waste Legislation Register, to ensure compliance with waste legislation, good practice and approved codes of practice, The post holder shall formulate and review long term corporate policy for reduce reuse and recycling to reduce waste produced within GOSH,As required by the Regulatory Body the Environment Agency the post holder will have lead responsibility for the establishment and management of all documentation records appertaining to, the Waste Compliance including the management review, of GOSH Waste including Policy and supporting waste procedures, internal waste audits, policy, objectives and targets, register of waste permits and licences, register of applicable to legislation, training etc. Waste and recycling targets in accordance with national policy requirements shall be established and the post holder will be responsible for measuring GOSH performance against these targets and benchmarking where appropriate. The post holder will chair the Waste Committee and Waste Contract Meeting which will report to Heath & Safety Committee Performs feasibility and in-depth studies as necessary to assess suitability waste recycling.
Undertakes research and development, studies/trials in association with external organisations, into waste reduction, control and monitoring systems and seeks out appropriate new and renewable recycling technologies. The post holder shall develop and implement proposals for the reduction of waste produced across all GOSH properties. This will include responsibility for the waste annual budgets. Provides specialist advice and guidance in liaison with external organisations for the negotiation and selection of the most appropriate contracts for all waste contracts Acts as a focal point of contact for all matters appertaining to waste and recycling, to ensure that only those most advantageous to GOSH are entered into and value for money is achieved.
Prepares Strategic Outline Cases, Outline/Full Business Cases, Business Justification Cases regarding waste projects of a highly complex and technical nature. And where there have developments within waste and environmental legislation that impacts on healthcare organisations. Receives analyses, interprets and disseminates with guidance, information which may be complex in respect of waste, trends and performances to GOSH Managers as appropriate. Provides advice and guidance in interpreting the information with a view to waste segregation performance.
The post holder will be responsible for the waste management action plan and will report on progress to Senior Managers and the S&P SLT Board on a monthly/annual basis. The post holder shall monitor the waste KPI report and disseminate this information to all relevant departments and managers. The post holder shall develop/utilise performance indicators and shall undertake benchmarking with other Trusts and similar organisations. The Post holder will maintain the reporting of breaches within waste management and will supply Divisions with information on audits and breaches and advise on best practise.
Provide financial information on consequences of breaches. The post holder in conjunction with the Patient Environment will undertake the necessary studies, technical assessments, procurement and project management for the enhancement of the GOSH recycling infrastructure to accommodate future recycling requirements ensuring that long term strategic goals are achieved. Ensures there are contingency plans and preparation of emergency procedures in place for waste and they are reviewed on a regular basis. Develop a positive dialogue and technical working relationships with waste management colleagues from other NHS organisations including NHSE.
Attend and contribute at meetings of other groups, to represent waste management and related services when requested. Work with service leads and operational managers to understand their services, their waste management and related requirements and any challenges presenting themselves. Work closely with the Head of Sustainability to ensure waste management services support the Trusts sustainability goals and ambitions. Attend relevant meetings, seminars and presentations etc.
within the NHS and/or external service providers and expand your network with professional colleagues, bodies, providers and advisors. Attend the National Performance Advisory Group (NPAG) and other, relevant, external waste management meetings. Ensure reports/findings are prepared, collated and presented relevant to their audience and these are effectively communicated using various mediums. Organise and/or attend meetings/workshops etc., deliver briefings and provide training sessions to raise awareness, educate and gather support for waste management and related services.
Prepare relevant information and agree suitable method(s) of communication to colleagues and/or others. Develop robust project timetables and work plans clearly identifying roles and responsibilities for each project or task. Work across or outside of service and/or service boundaries as may be required to achieve the objectives of this post, each work task or project.
