KNOWLEDGE, SKILLS & ABILITIES:

  • Skills in the communications field as well as technical skills and expertise and the leadership capabilities to coordinate, and foster the development of large internet projects that involve participation of all City divisions at every level of the organization.
  • Knowledge of and hands on experience with popular software tools commonly used in web content development and a rudimentary knowledge of basic HTML code.
  • Writing and editing skills for web content, promotional materials, public information, educational information and technical manuals for teaching staff to use software.
  • Photo editing and composition skills.
  • Ability to mediate competing interests and propose solutions, understand and communicate the needs and goals of others.
  • Ability to analyze and interpret data from various sources in order to make recommendations, or take the necessary action
  • An aptitude for selecting, learning to use and to help develop and test computer and internet technology
  • Ability to develop, author and communicate protocols and procedures.
  • Ability to prepare and make presentations.
  • Ability to work with artists and web designers to provide criteria for their work and feedback on results to ensure these criteria are met.

  • Ability to teach people with different learning styles how to use software for the web and intranet as well as diagnostic software tools and case management tools.

QUALIFICATIONS AND EXPERIENCE:

Completion of Grade 12 or equivalent and a post-secondary degree or diploma program related to digital communications and/or website design and management is preferred, plus a minimum of 2 years of related experience. An equivalent combination of education and experience may be considered.

Responsibilities:

  • Setting overall content standards, establishes procedures for posting content, trains content administrators, reviews and approves all content and provides overall oversight of the website.
  • Maintaining content for a number of general information sections on the website for the various City Departments.
  • Coordinating and deciding the planning and designing of internet and intranet web sites and their components, including content, look and feel, navigation, organization and placement of materials and links.
  • Coordinating the design projects, developing scope of work details and designing criteria for each project in consultation with your team, and set up Purchase Order requisitions, contracts when required and overseeing invoice payments on deadlines.
  • Researching best practices to identify new website enhancement objectives.
  • Assisting IT in the administration of funds designed for Web and Intranet Software and Consulting Contracts.
  • Discussing projects with department staff and sometimes their consultants, and recommending strategies often in consultation with the other members of the IT team and providing direction either to internal staff, or a consultant to carry out the work, or in some cases completing the work hands on.
  • Drafting reports and help present new design changes to senior staff for approval.
  • Responding to daily requests for: permission and assistance adding new content to Web or Intranet sites; permission to change content organization; access to sites and content rights; helping with updates; urgent publishing requests; short URL’s for campaigns; fixing code errors causing formatting problems; special requests requiring investigation and technical advice.
  • Establishing and maintaining navigation, graphic, and technical standards in consultation with our programmer and web consultants.
  • Providing support and consultation to departments, programming staff, and consultants involved with the development and maintenance of online transactional services for web and telephone.
  • Interpreting the standards to staff when they have projects they want to implement. Applying and adapting standards as the site develops.
  • Monitoring email and voice mail for frequent support requests and Cases from Customer Feedback System (CFS) and it4u (IT Case Management System), while reviewing content and follow-up with concerns with content providers and sets priorities using analytics.
  • Performing sub annual and annual renewal of software, photography, Vimeo, and Crazyegg licenses and accounts.
  • Providing training and education to divisional staff that are responsible for creating and updating web pages.
  • Supervising the ongoing maintenance and updating of the site, which is carried out with the assistance of divisional staff and consultants, and web consultants.
  • Scheduling Instructors and post classes for Siteimprove for new CMS users. Ensure administrators are using Siteimprove to address broken links and format errors and initiates new training programs as required and find instructors or develop a curriculum for in house training.
  • Leading initiatives to enhance the further usability of the City’s website on mobile devices.
  • Enhancing the use of video content on the City’s website and Intranet.
  • Ensuring the website and Intranet are integrated with the City’s social media channels, mobile apps and other e-services.
  • Supporting development of the City’s online, personalized customer portal for website and e-service access.
  • Supporting web-related projects that are part of the City’s Digital Strategy and recommending new initiatives to further the strategy’s objectives.
  • Developing and implementing plans to disseminate information via the City’s website during public emergencies, including developing contingency plans should the City’s website service be disrupted.
  • Being on call 24-7 to provide online support for emergency response actions as part of the City’s Emergency Information Plan. Completing EOC training as required through the Emergency Information Plan and participating in additional emergency response exercises and training as required.
  • Commissioning new photography on a regular basis to refresh and support website content and visual appeal.
