Description:

Planning and DesignPlan and organise a range of complex activities, some of which will be ongoing, including work planning, task allocation and coordination associated with improvement projects within and beyond the TeamCo-ordination of error reports or problems through software testing and liaising with software manufacturers for fault rectification.Manage and co-ordinate agreed systems and processes to support ESR users within Swansea Bay UHB.Improvement, Monitoring, Policy/Service DevelopmentAdhere to change control procedures for the development, production and quality assurances of statistical analysis and information development projects, in line with changes to the Information Systems.Keep abreast of national policies/guidance and best practice to assess impact and where relevant propose changes to corporate information reporting guidelines. Continually seek innovative ways of using technology to support working practices and streamline processes both within the team and across the organisation.Support the tracking and reporting of benefits of improvement projects, working closely with the relevant support departments (e.g. Finance, Data Intelligence etc.) to ensure accurate reporting.Work with the systems specialists to facilitate a range of workshops that explore and implement new ways of working, including taking the role of workshop lead and improvement project lead where appropriate.Delegated lead on allocated improvement projects and events and in doing so, coordinate participation and input from relevant stakeholders. This will include maintaining effective improvement project plans and associated documentation and preparing reports and case studies to demonstrate the outcomes of improvement projects and events and enable sharing of such learning.
Implement methods of measurement for targets, milestones and timescales that enable an evidence-based approach to improvement. Demonstrate a flexible approach to testing new ideas, tools and techniques to support new and innovative approaches to improvement so that our improvement practice is leading-edge.Contribute to the development of Workforce information reporting and analysis capacity.Work with operational and functional leadership to trend and predict workforce changes and provide the evidential material required to support change. Integrate workforce information with finance, activity, quality and other datasets, which may include information provided by external organisations. This includes maintenance of end user training materials, guides and promotional material on complex information to distribute within the Health Board and on the Workforce SharePoint page.CommunicationProvide expert informatics advice, which involves the analysis, interpretation and resolution of complex informatics concepts and problems, that requires the evaluation of a range of options/factors to achieve organisational objectives and goals.Promote the benefits of the Improvement System across the organisationChallenge traditional working practices and promote alternative ways of working.Work collaboratively with clinical and non-clinical stakeholders to support them to identify, develop and realise improvement opportunities.
Support the development of communication and engagement messages and materialsLead on the provision of information in response to Freedom of Information requests and other regular and ad-hoc reporting requirements.Management, Training & LeadershipDeputise for the Workforce Data Analyst as appropriateCollaborate with and support junior members of staff as appropriate Support coordination, design and delivery of a range of training programmes on aspects of data understanding and improvement methodology, delivering training in conjunction with Improvement colleagues using a variety of platforms. This may include coaching others in understanding and interrogating data and improvement techniques.Optimise the delivery and efficiency of Workforce systems through awareness of system developments and educating staff to understand the performance implications of system upgrades, developing new training materials where necessary.Digital and InformationThe post holder will be a lead specialist in the operational use of ESR and its associated workforce information systems, providing advice and guidance to the organisation on their implementation and roll out.Ensure available information is accurate, up-to-date and fit for purpose.Undertake development of the Data Warehouse to include further data setsDevelop a full understanding of the processing, use and application of data and information used within the Health boardProvide technical and non-technical documentation for reporting systems as requiredContribute to ensuring the interagency, security and maintenance of the Health Board data.Troubleshooting and system maintenance for all Workforce Information Systems.Adhere to the departmental electronic filing structures and contribute to the establishment and review of standards for the use of electronic filing.Supporting the Workforce Data Analyst assessing Health Board Workforce information needs and developing systems to meet their information requirementsSupport the roll out and maintenance of Self-Service accounts, achieving and maintaining 100% coverage of SS accounts (Manager/Self/Administrator/Supervisor).Assist in the ongoing review of information services, systems and resources across the Health Board with the objective of ensuring a timely and accurate response to the full range of information requirementsSupport the ongoing validity, accuracy and integrity of Workforce data, with the objective of ensuring an accurate response to information requirements, both within the organisation and to external agenciesAdhere to the Health Board data standards by highlighting and investigating data anomalies and inconsistencies as part of the information production process.Collate, manipulate and generate accurate regular complex workforce data and generate regular workforce information reports as required for ward managers, directorates, service groups, HR managers, finance managers and senior management.Support the Workforce Information Systems Manager in the provision of high-quality analysis and business intelligence to the Health Board including benchmarking information, detailed analysis of performance, trends, forecasting, and all other analytical support required.Support the Workforce Information Systems Manager to maintain the framework that underpins ESR. This incorporates work structures, UHB organisational hierarchy, positions and Self-Service hierarchy. Maintenance of ESR provides for correct payment of staff and accurate Workforce reporting to the UHB Board, Workforce & OD and Line Managers.Support the Workforce Information Systems Manager to ensure that the organisational hierarchy recorded in ESR reflects the Finance General Ledger in order to ensure comparable Financial and Workforce reporting.
Reflect all Health Board organisational restructurings in this work.Responsible for the development and maintenance of an effective system to ensure that both ESR (Electronic Staff Record) and third-party systems are synchronized using the ESR inbound /Outbound tool, liaising with the relevant Manager where necessary.Electronic Staff RecordMaintain quality and content data held within the ESR system, including assisting with the following ESR teamwork profile: The creation of all new system users across the Health BoardDevelop new roles within ESR to support the modernisation of the workforce within the Health Board, process service transfers that have arisen as a result of organisational changeAct as help desk to all users on a range of situations requiring analysis, including user registration, technical and system functionality issues, providing guidance and advice on ESR control procedures and other functionality knowledgeMaintain system coding that is core to the reporting of the workforce resourceRegister System Errors with IBM ESR Service Desk, implement future ESR functionality developmentsDemonstrate the ESR daily work activities and new functions to other team membersUndertake analytical work by producing both standard and self-developed business specific ad-hoc reports within ESR, exporting to other software for format development and simplistic presentation of the dataInput and process information in accordance with system policies and protocol and respond to enquiries from users and data providersSupport and assist the Workforce Information Systems Manager in maintenance of the framework that underpins the Electronic Staff Record (ESR) and ESR Self-Service, enabling payroll and Workforce functions.Act as first-line system administrator for Workforce systems.Required to support the rollout of Workforce systems as and when needed.Responsible for overseeing data validation exercises required to support ESR/Third Party developments, and for developing, producing and populating Health Board Dashboards and Business Intelligence Tools.Responsibility for the maintenance of the ESR Inbound and Outbound interfaces, used to ensure that data stored in ESR, and other databases are synchronized.Research Development. Evaluation & AuditSupport research activity that ensures that the Health Board uses evidence-based practice to support their improvement work. Ensure that data integrity is maintained and troubleshoot, and problem solve how data is held and reported. Carry out regular data audits and develop methods for analysis and interpretation of data.Undertake research on best practices and keeps informed on current trends in the Data Analysis, Workforce Metrics, KPIs, Dashboards, Business Intelligence and related fields as required.There will be an ongoing requirement to undertake audits
