DESCRIPTION:

• Responsible for health, safety, and environmental control, and to lead the ASM to enforce on main contractor’s compliance with safety requirements.
• To review of main contractor’s proposed method statement in the areas of risk assessment, work plan, standard operating procedures (SOP) and safe working procedure, incident investigation report and to verify that they are properly executed on site.
• To plan and coordinate safety inspections including joint safety inspection with CAG and/or with main contractor to check on site safety performance and compliance such as but not limited to safety competency, traffic management, food waste & wildlife management, obstacle control, and proper monthly maintenance regime of equipment / machinery is carried out and documented.
• To assist the PSM on all safety, health, environmental and welfare matters to ensure the Project complies with its statutory.
• To immediately notify the Project Safety Manager if situations are found that, in the opinion of the Safety Manager, require immediate rectification or the stopping of any operation.
• To notify the Project Safety Manager if the corrective action agreed after any workplace inspection is not implemented by the arranged date.To assist the Project Safety Manager to ensure investigation is carried out for all incidents including near-miss incidents and to record the findings on the relevant forms.

QUALIFICATION:

• Minimum 5 years of WSH experience in deep excavation works of similar complexity, preferably 3 years with developer/main contractor.
• Registered with MOM as a Workplace Safety and Health Officer and have been practicing as WSHO for at least 3 years.
• Has obtained certificate in development of a Risk Management Implementation Plan (bizSAFE Level 2) or equivalent.
• Has obtained certificate in DfS appreciation course.
• Good communication skills and a competent team leader
• Conversant with all procedures in the Changi Aerodome Manual, “Airside works Procedures Manual”, Airport Operational and Safety (AOS) requirements”, and Workplace Safety & Health Manual. To make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars
