Description:
Reporting to the Chief Zoning Officer, the Zoning Technician receives permit and development applications and performs an initial review of them, triaging them for Zoning Development Officers. Their role involves office and technical procedures related to initiating, processing, and coordinating permit applications, issuing specific types of permits and providing general zoning and building code information. This position will be responsible for administrative tasks of all requests submitted to the Zoning Field Officers, including Zoning Memos, Verification of Use letters, historical research, etc.
This position will carry out technical procedures including the interpretation of selected components of the City of Winnipeg Zoning and Building by-laws, agreements, and other relevant legislation and regulations pertaining to specific types of projects and how they pertain to applications received.
This position will receive and conduct an audit on Infill foundation stage projects, comparing Building Location Certificates to submitted and approved plans.
Other duties will be assigned based on position level and availability. E.g. Stamping of plans, requests from Chief Zoning Officer and Assistant Chief Zoning Officer.
As the Technician 2 - Zoning, you will:
- Receive permit and development applications and perform initial review.
- Responsible for the administrative tasks related to requests sent to the Zoning Field Officers (ZFO).
- Receive and conduct an audit on Infill foundation stage projects, comparing Building Location Certificates to submitted and approved plans.
YOUR EDUCATION AND QUALIFICATIONS INCLUDE:
- Minimum of two (2) college or university level courses in blue print reading, drafting, surveying, architecture or city planning. Equivalent combination of training and experience may be considered.
- Minimum of 18 months experience in interpreting and applying municipal by-laws and policies.
- Minimum of 18 months experience in reading building and site plans.
- Experience working within a public service environment is preferred.
- Knowledge of city zoning by-laws, development procedure by-laws, the City of Winnipeg Charter and Plan Winnipeg.

- Ability to de-escalate heated situations and use conflict management techniques.
- Ability to operate a personal computer and associated software (Word, Outlook, Excel, Adobe, geographic information systems).

- Strong interpersonal skills with the ability to establish and maintain an effective working relationship with all levels of Civic Employees, elected officials and external stakeholders.
