Description
Description The Project Manager, will support terminal projects leading and coordinating complex, high-value terminal projects that involve longshore mechanics and specialized port equipment. These projects include, but are not limited to, crane raises and deliveries, major mechanical overhauls, equipment commissioning, and rail system integration. This position is responsible for project budgeting, resource planning, and schedule adherence, while ensuring all work is executed safely, efficiently, and in compliance with the ILWU/PMA Collective Bargaining Agreement (CBA). The Manager serves as the key liaison between customers, terminal operations, union labor, and internal support departments, delivering results that meet both operational and financial objectives. The role requires periodic travel to assist with projects at multiple terminal locations throughout California and Washington. Essential Duties and Responsibilities: Lead planning and field execution of major terminal projects, including crane erection, crane modifications (raises), rail system construction, electrical/mechanical rebuilds, and equipment commissioning. Develop and manage detailed project scopes, schedules, and budgets; proactively mitigate delays and cost overruns. Coordinate manpower requirements with Operations and Labor Relations to ensure the proper dispatch and utilization of ILWU mechanics and related classifications in accordance with the CBA. Ensure project readiness for production turnover, including final testing, quality verification, and documentation. Oversee contractor or vendor activities to maintain compliance with safety, scope, and budget expectations. Manager project budgets and monitor expenditures against approved limits. Identify creative resourcing and scheduling strategies to maintain efficiency and control costs. Track cost performance and prepare variance and forecast reports for senior management and customers. Support procurement processes for project materials, rental equipment, and specialty services. Serve as primary point of contact for customers regarding assigned projects. Communicate project progress, milestones, and potential risks with transparency and professionalism. Coordinate closely with terminal management, M&R, operations, safety, labor relations, and finance teams to ensure alignment and timely execution. Participate in post-project reviews to capture lessons learned and drive continuous improvement. Direct longshore mechanics and supplemental craft labor in compliance with the ILWU/PMA CBA. Collaborate with Labor Relations on workforce issues, dispatch coordination, and jurisdictional clarification. Ensure adherence to company, OSHA, and PMA safety standards; promote a strong safety culture at every project site. Monitor work practices for quality, efficiency, and compliance with all regulatory and contractual obligations. Provide hands-on leadership, mentorship, and technical guidance to mechanics and field personnel. Support workforce training, skill development, and cross-functional teamwork between mechanics, operations, and safety. Model professional conduct and promote a collaborative, solutions-oriented environment among all project participants. Travel periodically to other company or customer terminal locations to support project setup, oversight, and completion. May include short-term extended stays depending on project duration and complexity. Requirements Bachelor’s Degree in Mechanical or Industrial Engineering, Business, or equivalent experience in maritime or heavy industrial operations. Minimum 5–7 years of experience in terminal maintenance, crane or rail projects, or related mechanical fieldwork. Proven experience managing projects in a unionized, ILWU/PMA environment preferred. Demonstrated success in budgeting, cost control, and schedule management. Knowledge of OSHA-Maritime, PMA safety rules, and terminal operational procedures. Strong communication, analytical, and organizational skills. Proficiency in MS Excel, Project, and project tracking software. Valid driver’s license and ability to travel to various ports and terminal facilities. Physical Working Conditions · The ability to climb up and down a ladder on a crane multiple times within a shift and carry required equipment. · The ability to stand for extended periods of time. · The ability to work in changing hot and cold climates based on weather conditions. · The ability to drive on terminal 50%. · The ability to travel to other locations for meetings and training. · The ability to lift 30 pounds, to include frequent movement of damaged cargo container materials. · The ability to use a computer/keyboard.
