Background Costa Rica como parte de la comunidad mundial comprometida con el mejoramiento del medioambiente, se adhirió al Protocolo de Montreal en 1991, mediante la Ley No.7223. A partir de ese momento el país se comprometió con la aplicación de acciones de control y reducción de las sustancias que agotadoras de ozono (SAO).   Una acción puesta en marcha en el control de las SAO, el cual es un proceso escalonado donde se adoptan los calendarios que dicta el Protocolo de Montreal para la eliminación de los gases refrigerantes halogenados. Entre el periodo de 2005 y 2010 Costa Rica eliminó el uso de la primera familia de gases refrigerantes sintéticos, los Clorofluorocarbonos (CFC). Actualmente se implementa la estrategia de eliminación de la segunda familia de refrigerantes sintéticos, los Hidroclorofluorocarbonos (HCFC), acción que inició en 2013 y concluirá con la reducción total para el año 2030. Así mismo para el año 2020 se prohibió el ingreso de sistemas de refrigeración y aire acondicionado que operaran refrigerantes de la familia de los HCFC.    Con la aprobación de la quinta enmienda al Protocolo de Montreal, Enmienda de Kigali, ya adoptada por el Gobierno de la República, bajo el Decreto Ejecutivo No.9522 del 14 de febrero de 2018, se establece que en 2024 se inicia el control de la tercera familia de gases refrigerantes sintéticos, por medio de otra la regulación escalonada, cuyo nivel de importación se reducirá en un 80% en el año 2045, según la línea base que fue establecida entre 2020 y 2022. El Protocolo de Montreal de esta forma se convierte en el instrumento mundial para la eliminación, no solo, de los gases refrigerantes agotadores de ozono, sino que también incorpora el control de las sustancias refrigerantes que tienen efecto en el cambio climático.   Desde el Protocolo de Montreal se busca establecer una sombrilla programática que permita coordinar de una forma más articulada los diferentes proyectos como “Plan de Gestión de Eliminación de HCFC en Costa Rica” y “Plan de Implementación de la Enmienda de Kigali”, entre otros proyectos que se encuentran en la etapa de diseño. El objetivo final es fortalecer la planificación y asegurar la alineación de cada proyecto según los lineamientos técnicos, ambientales y administrativos.   La persona que se contraté brindará servicios a los proyectos de la sombrilla programática con cargo administrativo al “Plan de Gestión de Eliminación de HCFC en Costa Rica”, financiado por el Fondo Multilateral del Protocolo de Montreal, implementado por el Programa de las Naciones Unidas para el Desarrollo (PNUD) y ejecutado por el Ministerio de Ambiente y Energía (MINAE). El objetivo de la contratación es asegurar la ejecución de tareas establecidas según las actividades de los Proyectos. La persona que se contrate como Asociada(o) Técnica (o) en Refrigeración colaborará en la puesta en marcha de las actividades del proyecto, alcanzando el cumplimiento de las metas y la aplicación de las normas y procedimientos del PNUD. Duties and Responsibilities En el marco de esta posición la persona realizará las siguientes actividades sin limitarse solo a ellas:   1.Implementación Técnica y Operativa del Proyecto   * Planificar, organizar, ejecutar y/o coordinar los trabajos de campo y las actividades contempladas en el Plan Anual del HPMP II y proyectos afines del Protocolo de Montreal, manteniendo contacto directo con socios y actores de los proyectos y programas.   * Definir los objetivos y metas de las giras requeridas fuera del GAM y elaborar un informe ejecutivo sobre los resultados obtenidos.   * Definir los requerimientos técnicos y características de los insumos (equipos, herramientas, consumibles, entre otros) necesarios para la correcta implementación de las acciones del proyecto; así como asistir en los procesos de contratación y adquisición de insumos para las actividades del HPMP II.   * Desempeñar otras actividades o tareas propias de la naturaleza del cargo que sean necesarias para el funcionamiento eficiente del programa.   2. Coordinación Técnica Sectorial y Fortalecimiento de Capacidades   * Desarrollar y ejecutar programas de capacitación y concientización dirigidos a técnicos y técnicas que participan en los proyectos.   * Trabajar estrechamente con socios comerciales, industriales y del sector servicios para implementar los proyectos definidos en los documentos de proyecto, contribuyendo a los procesos de transformación de los sistemas de refrigeración y climatización y al cumplimiento de los compromisos de reducción de gases refrigerantes regulados.   3.Gestión del Conocimiento, Monitoreo y Enfoques Transversales   * Documentar los procesos y actividades desarrolladas por el proyecto.   * Elaborar informes de avance mensuales y/o trimestrales de las acciones ejecutadas, así como el informe anual del programa o proyecto.   * Dar seguimiento a los productos derivados de contrataciones externas del proyecto, cuando corresponda.   * Promover en el desarrollo de sus funciones la diversidad, inclusión, multiculturalidad, Derechos Humanos, igualdad de género y empoderamiento de mujeres y niñas, la no discriminación y el cumplimiento de los Objetivos de Desarrollo Sostenible y la Agenda 2030, asegurando el principio de no dejar a nadie atrás.   El titular desempeña otras funciones dentro de su perfil funcional que se consideren necesarias para el funcionamiento eficiente de la Oficina y la Organización.   Acuerdo Institucional    Se requiere de una persona que trabaje tiempo completo, para desarrollar las actividades técnicas del proyecto/programas, a fin de alcanzar los resultados esperados.
