DUTIES

IGP’s Privacy Unit oversees and ensures compliance with domestic and international information privacy requirements and obligations as an enabler to ICE’s complex and varied criminal investigative and immigration enforcement missions. In addition to enforcing the nation’s immigration laws, ICE is charged with investigating a broad range of criminal activities including human trafficking, narcotics smuggling, child pornography/exploitation, and illegal arms exports. The ICE Privacy Officer oversees all aspects of the agency’s privacy portfolio and directly supervises a team of senior and junior Privacy Analysts. The position involves close coordination with senior agency leadership, ICE attorneys, Department of Homeland Security (DHS) Privacy leadership, and DHS component Privacy Officers. As a Privacy Officer, you will perform the following duties:

• Oversee all aspects of the privacy compliance process (Privacy Threshold Analyses, Privacy Impact Assessments, and System of Records Notices) and ensure that all of ICE’s IT assets comply with the Privacy Act of 1974 and E-Government Act of 2002.
• Lead agency-wide strategic privacy initiatives, coordinating across all stakeholder offices and driving progress on deliverables in accordance with established timelines.
• Review work submitted by Privacy staff and provide guidance and constructive feedback.
• Oversee the ICE privacy incident portfolio, guiding remediation efforts, as needed.
• Lead analysis on privacy risks related to privacy sensitive technologies, including but not limited to facial recognition, social media, location data, surveillance technologies, body-worn cameras, biometric modalities (e.g., fingerprints, iris scans, DNA), and artificial intelligence, and recommend strategies to mitigate identified risks.
• Coordinate with the ICE Office of the Chief Information Officer to ensure that ICE’s major IT systems meet Federal Information Security Modernization Act requirements.
• Brief IGP and/or ICE/DHS Privacy leadership on key initiatives within the Privacy Unit and develop project plans for how corresponding deliverables will be completed.
• Advise ICE stakeholders regarding whether disclosure of personally identifiable information (PII) is permissible under applicable law, regulation, and/or policy.
• Provide privacy training to the ICE workforce on privacy issues specific to their mission spaces.
• Serve as the final line of review for PII disclosures made by ICE’s public-facing offices (Office of Public Affairs, Office of Congressional Relations, Office of Partnership and Engagement).
• Prepare talking points on key ICE Privacy initiatives that may result in inquiries from the media, Congress, and/or the privacy advocacy community.
• Respond to requests from auditing and oversight bodies such as Congress, DHS Office of the Inspector General and the Government Accountability Office.
• Spearhead all efforts on agency privacy policy and update policies in response to new legislation, regulations, and Executive Orders.
• Review ICE procurement and acquisition requests to ensure that all privacy-sensitive contracts contain appropriate provisions to protect ICE information.
