Description:
APPLICATION REQUIREMENTS
Highly responsible administrative work in assisting fiscal management and payroll management programs. The Payroll/Accounting Officer position performs work of considerable difficulty in providing a full range of administrative support and office management functions. Upon successful completion of probation, this position may be considered for a hybrid work schedule.
KNOWLEDGE, SKILLS AND ABILITIES
- Extensive knowledge of the department’s accounting structure and extensive knowledge of accounting principles and practices.
- Thorough knowledge of the state’s appropriation, budgetary, and accounting systems.
- Ability to independently carry out department objectives with only limited supervision.
- Ability to prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions.
- Ability to establish and maintain effective working relationships with managers, public, and other employees.
- Knowledgeable in laws and procedures for payroll, taxation, and compensation including FLSA;
REQUIRED QUALIFICATIONS:
- Completion of High School or equivalency
- Four years of administrative office support experience that includes budgeting, purchasing, personnel/payroll, or an equivalent combination of education and experience.
PREFERRED QUALIFICATIONS:
- Completion of a bachelor’s degree in accounting, Business, Finance, or related field
- At least two years of payroll, accounting, or finance experience in a medium to large sized organization in the public sector
- Experience with fiscal management
- State of Minnesota systems experience (SEMA4, SWIFT)

Responsibilities:
This position performs a variety of duties of varying difficulty. You will have the opportunity to multitask, work independently, and partner with internal and external stakeholders.
Under general supervision of the Fiscal Director, duties may include but not be limited to:
- Performs a combination of payroll, accounting, and administrative support duties involving specialized knowledge of state’s payroll system, and accounting and financial records.
- Responsible for maintaining a large and complex payroll program.
- Processing and approval of statewide payroll using payroll software (SEMA4).
- Serves as liaison and trainer to regional Office Managers to ensure coordination of their payroll and accounting duties and;
- Assisting regional Office Managers and employees with payroll and accounting questions
- Obtains vendor numbers for new accounts to ensure accurate and timely payment of invoices.
- Reviews employee expense documents for accuracy; process expense documents for payment
- Create purchase orders and processing invoices in state’s accounting system; ordering office supplies; answering and directing incoming phone calls; opening and distributing mail.
