Description:

REQUIRED QUALIFICATIONS:

Qualifying candidates will satisfy one of the following requirement options:

Option 1:

  • Bachelor’s degree in behavioral health, public health, public administration, law, business administration, social work, or a related field and
  • Five (5) years of experience performing analysis and research, investigating, and resolving issues, and managing projects or business processes.

Option 2:

  • Associate degree in behavioral health, public health, public administration, law, business administration, social work, or a related field and
  • Seven (7) years of experience performing analysis and research, investigating, and resolving issues, and managing projects or business processes.

Option 3:

  • Nine (9) years of experience performing regulatory analysis and research, investigating, and resolving issues, and managing projects or business processes.

Note: Experience for both required and desired qualifications can be gained through formal professional employment, volunteer experience, lived experience, or a combination.

PREFERRED QUALIFICATIONS:

  • A law degree (J.D.) from an ABA accredited law school or a master’s degree above is highly preferred.
  • Experience performing regulatory analysis for Washington state government.
  • Advanced knowledge of laws applicable to the Americans with Disabilities Act is highly preferred.
  • Lean Six Sigma Certification
  • Handles customer service questions and complaints in a pleasant and professional manner.
  • Meets commitments, works independently, accepts accountability, maintains confidentiality, and stays focused under pressure.
  • Experience developing training and public presentations.
  • Ability to lead, direct, provide guidance to a diverse workgroup, and build consensus in a high-pressure political environment.
  • Strong organizational knowledge including how high-performing organizations succeed; principles of administration; effective problem solving techniques; project management; and performance management discipline.
  • Demonstrated successful experience building and operationalizing programs including developing policies and procedures.
  • Ability to work with cross-system partners to improve coordination of care for individuals with multiple needs.

Responsibilities:

SOME OF WHAT YOU WILL DO:

  • Establish and manage a continuous ADA Title II and Section 1557 compliance, assessment, and evaluation program for HCA—working closely with internal ADA coordination staff and agency managers in all divisions.
  • Develop processes using Lean concepts for intake, investigation, and resolution of discrimination complaints and client requests for program ADA accommodations.
  • Develop and maintain good working relations with traditionally underserved or marginalized populations and those organizations which provide advocacy.
  • Serve as a representative on agency workgroups and assist the Chief Legal Officer with special projects to support agency initiatives.
  • Review and investigate complaints regarding discrimination and accessibility of HCA’s programs, services, and activities for individuals with disabilities.
  • Develop agencywide processes to evaluate ADA and Section 1557 compliance of state and federal laws through reviews and assessments and report on the results to leadership.
  • Maintain detailed correspondence and documentation of complaints, investigations, communications, issues, and findings.
  • Educate agency managers and staff on the importance of compliance with ADA and Section 1557.
  • Work with agency staff to implement requests for accommodation and alternate formats.
  • Manage multiple projects and assignments concurrently with a considerable degree of self-directed initiative.
  • Collaborate with the agency’s health equity team to ensure overall equity alignment across the agency.
  • Prepare formal and informal reports, memorandums, and presentations.
