Description:

Under general supervision, the Opioid Care Coordinator promotes public health and safety by ensuring access to services for eligible participants and coordinating access as needed. Serves as point of contact for all applicants, law enforcement and first responders, and concerned families and community members.

EDUCATION, TRAINING, AND EXPERIENCE GUIDELINES

Bachelor’s degree in Social Work, Psychology, or related field; AND five (5) years of progressively responsible experience in mental health services or social work; OR an equivalent combination of education, training, and experience.

KNOWLEDGE OF:

  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Legal terminology/issues to extent able to argue County interests with attorneys and judges.
  • Medical terminology/issues to extent able to argue County interests with clinicians.
  • Budget management principles and practices.
  • Program funding opportunities and resources.
  • Social service delivery systems.
  • Disability services.

SKILL IN:

  • Preparing clear and concise reports.
  • Developing, implementing, and managing budgets.
  • Reading and accurately interpreting legislation and legal terminology.
  • Providing effective supervision and direction to assigned staff.
  • Operating a computer including standard software and some specialized software.
  • Establishing and maintaining cooperative working relationships.
  • Communicating effectively verbally and in writing.
  • Able to utilize computers/technology, in office and mobile relative to Microsoft Office, MIS Systems, Web sites, etc.

LICENSE AND CERTIFICATION REQUIREMENTS

Designation as a Licensed Social Worker is preferred. Must possess a valid Driver’s license.

Responsibilities:

  • Assist individuals with Opioid Use Disorder by accessing a comprehensive evaluation to identify needs, accesses needed services, navigate the service system, and stay on course with treatment/services.
  • Provides continual assessment, as entry point, to ensure appropriate application of the Iowa Code and the Regional Management plan regarding clinical and financial liability of the County; assesses and provides authorization or denial of liability for services to courts, clinics, and hospitals.
  • Identifies problems and participates in problem solving to ensure program guidelines and eligibility requirements are met; works with local service providers and governmental agencies to maintain communication, suggest changes and obtain cooperation in attaining County and regional objectives.
  • Monitors populations to track discharge and transfer to other facilities. Works with providers to avoid inappropriate placement or services, in accordance with the Regional Management Plan and resources.
  • Initiates review of expenditures; approves or denies payment of services in program areas. Facilitates the continual assessment of resources, service agreements, provider services, and demand for services to maximize number of clients served under capped levels given limited resources.
  • Participates on community board and committees and internal committees as assigned by Director/CEO.
  • Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
  • Performs related duties as assigned.
