QUALIFICATIONS

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.
FV-F: To qualify for this position at the FV-F (FG/GS 5-9) you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level. Such experience may have been gained in administrative, professional, technical, investigative or other responsible work. Experience in substantive and relevant secretarial, clerical or other responsible work may be qualifying as long as the work experience provides evidence of the knowledge, skills and abilities necessary to perform the duties of this position. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records or other non-specialized tasks) is NOT creditable. Specialized experience: Experience applying administrative practices and procedures, gathering administrative and technical data from a variety of sources, and assisting with managing projects and programs.
FV-G: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-F (FG/GS 5/7/9). Specialized experience: is planning, developing, monitoring, and executing a variety of administrative programs related to office procedures/guidelines and human capital activities; and compiling data and information for reporting; identifying problems and applying analytical skills toward resolution of organizational issues or concerns.

EDUCATION

Education substitution for FV-F: Successful completion of a full 4-year course of study in any field leading to a bachelor’s degree OR a combination of education and experience may be qualifying for this position.
Education substitution for FV-G Band: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR a combination of education and experience may be qualifying for this position. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work.
Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited US educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.
This position may be filled at the FV-F or FV-G. This announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Responsibilities:

FV-F BAND DUTIES

Performs basic but progressively more difficult assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Applies basic knowledge applicable to various administrative/management services and limited experience to accomplish assignments. Typical assignments may include: collecting and recording data/information; conducting research; identifying problems; and assisting higher level professionals in day-to-day operations. Coordinates with a manager, project/program manager, team leader, or more experienced professional to plan time and use assigned resources to accomplish tasks. Performs various management and administrative services/functions in support of the organization’s administrative programs, policies and procedures.
Uses various office automation software programs, databases, spreadsheets, etc. Initiates personnel actions into the Federal Personnel/Payroll System (FPPS), which includes MPP announcements and administrative actions. Collects and analyzes data and conducts research. Contributes to staffing KSN site. Maintains internal reports on personnel statistics such as on-board numbers and hiring projections. Conducts internal orientations for Engineering Services’ new hires including badging and providing assistance on standard office procedures as well as status tracking, reporting of data, pre-onboard actions, etc. The incumbent handles special assignments of a confidential nature discretely, ensuring information and actions are accurate, timely, applicable, maintained on a need-to-know bases and security stored. Communicates with ATO Administrative Services Group to accomplish assigned functions. Performs basic assignments with detailed instructions under the close direction of a manager, AO focal, or more experienced professional. Performs other related duties as assigned. Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional.
Regularly refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional for guidance. Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality. Work activities typically support the work of other employees and contribute to activities of the organizational level.

FV-G BAND DUTIES:

Incumbent performs all of the F Band duties, but at a higher level of independence. Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or a member of a team for projects/ programs within a defined area of responsibility. Performs, monitors and tracks a variety of administrative tasks in implementing an office’s administrative programs, policies, and procedures.
Applies experience and detailed knowledge applicable to administrative processes and programs to plan and accomplish assignments. Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher level and lower level professionals in day-to-day operations.
Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects. Serves as the office’s focal point for internal human capital activities.
