Responsibilities:

ROLE PURPOSE

Save the Children seeks a Primary Health Care (PHC) Advocacy and Community Engagement Lead to provide technical support to the MOH at national level as well as provincial-/district-based MCGL teams for PHC policy and advocacy, community engagement, and implementation of program support for PHC strengthening in
44 districts under the USAID-funded MOMENTUM Country and Global Leadership (MCGL) award in five selected provinces in Indonesia (this number will increase to 66 total districts by the end of the program). This position will work closely with the Technical Advisors, PHC Technical Lead, PHC Secretariat, Advocacy and Community Engagement Specialist and provincial-/district-based MCGL teams to provide technical support for the implementation of PHC Advocacy and Community Engagement by district health office teams.
This role is responsible for ensuring that District Health Offices are strengthened and empowered to implement PHC community engagement and advocacy programs through the strong collaboration and engagement with Jhpiego, Government from District to National Level, and other key stakeholders under the strong coordination with Save the Children at National Office in Indonesia or any member office of Save the Children as required by the line manager. S/He will report to Save’s Health & Nutrition Director with a close day to day collaboration, communication, and coordination with Jhpiego team, particularly to Jhpiego COP, Technical Advisors, PHC and sub-national MCGL staff, in providing Technical Assistance (TA) to ensure the implementation of successful, high-quality, and on-budget program delivery. The incumbent also required to be involved in the regular strategic meeting with USAID and Ministry of Health.
The incumbent will be responsible to manage the PHC program based on the agreed Detail Implementation Plan under Jhpiego master budget (with agreed Save the Children roles), PHC Program under Save the Children Scope of Works and piloting Mental Health Care Program in Manado – North Sulawesi.

SCOPE OF ROLE

Reports to: Health & Nutrition Director of Save the Children Indonesia with intensive day-to-day collaboration, communication, and coordination with USAID mission, Jhpiego COP, Technical Advisor, MCGL team, SC IDN Senior advocacy manager.
Staff reporting to this post: Advocacy and Community Engagement Specialist (under Save the Children).

KEY AREAS OF ACCOUNTABILITY

Technical Leadership Responsibilities

  • Support Technical Advisor, PHC tech lead and collaborate with key national and sub-national partners to identify technical needs related to Advocacy and Community Engagement scale up in five targeted Provinces/44 Districts with possibly expansion to 66 targeted Districts.
  • Provide overall coordination and leadership on implementation of the PHC strategy regarding advocacy
  • and policy needs and community engagement components.
  • Serve as a technical resource to Advocacy and Community Engagement Specialist, Province based PHC Specialists and District Coordinators in terms of ensuring awareness of MOH national PHC guidance and materials on planning and budgeting cycles, and in advising on provincial and district level PHC systems strengthening activities.
  • Work closely with the Senior Technical Advisor, PHC on setting and completing project technical priorities and directions, and responding to requests for support from province based PHC Specialists and District Coordinators
  • Support the Technical Advisor, PHC in providing technical leadership to the development of the
  • project’s annual workplans specifically on Advocacy and Community Engagement packages.
  • Document successes, lessons learned and challenges in implementation; contribute to the analysis, synthesis, and reporting of project outcomes and results; and prepare and contribute to timely semi- annual and annual reporting of project activities as needed.
  • Assist the Technical Advisor, PHC on developing, executing and monitoring the implementation
  • process for scale up of the MOH’s PHC program under MCGL.
  • Provide guidance at national level in development of strategies, guidelines and tools for advocacy and community engagement related to PHC; support dissemination of these strategies, guidelines, and tools to MCGL sub-national staff for onward sharing and socialization with provincial and district
  • stakeholders in MCGL focus provinces.
  • Support the program to Build capacity of SPMs and district coordinators in MCGL focus provinces to work with PHOs, DHOs and other local stakeholders on development and implementation of advocacy and community engagement strategies.
  • Support for the Development of necessary processes and tools for PHC resource mapping at provincial and district levels and build SPM and DC capacity to implement, analyze and document results from these tools.
  • Monitor advocacy/community engagement work done by district coordinators and provide feedback as needed.
  • Lead development of advocacy and community engagement sections of annual workplans, semi-annual reports and annual reports, incorporating feedback from sub-national MCGL teams

Community engagement in PHC design

  • Develop survey instruments, facilitate MCGL province and district team orientation and lead the implementation process to improve social accountability process through Client-Satisfaction Survey (CSS)
  • Provide support to MCGL district teams in analyzing and visualizing results for each district
  • Develop guidelines on the process of disseminating survey results to local partners at district and facility-based levels and lead the design and implementation of feedback mechanisms at facility level, in partnership with district stakeholders.
  • Work closely with national and sub national government partners and MCGL sub-national staff to improve community cadres’ capacities on PHC implementation package and managing its results.
  • Assist the Technical Advisor, PHC on developing the strategy for implementation of local monitoring systems, community-based surveillance and ensuring quality of home visits.

Mental Health Services Pilot Project

  • Under the direction of Save the Children to Develop Mental Health Care IEC materials and communication strategy including reviewing the deinstitutionalization in the community (including KAP on mental health, enabling and barrier factors)
  • Lead the consultative meeting with MOH, organization professions, healthworkers to finalize the
  • communication strategy and IEC materials prior to dissemination process at the national level.

Advocacy & Policy strategies in PHC setting

  • Assist the Senior Technical Advisor, PHC in developing resource mapping process on PHC implementation plan in each sub national and facility-based level, and in orienting province PHC Specialists and District Coordinators to the process.
  • Develop strategy for analysis of collected resource mapping data and work with province PHC Specialists and District Coordinators to advocate for the results & findings to be inserted into document planning and budgeting process at district and national levels.
  • Assist the Technical Advisor, PHC in designing a strategy for transitioning existing sub-national POKJA.
  • structures to include a focus on PHC in the 5 targeted provinces and 44 selected districts; support provincial PHC Specialists and District Coordinators to implement this strategy with district stakeholders.
  • Design dashboard to measure PHC performance developed for use at national, district and facility levels, and work with other national level staff to develop it; orient province PHC Specialists and District Coordinators in dashboard use and build their capacity to introduce and advocate for dashboard use with district and facility stakeholders.
  • Develop model for designing an advocacy process to improve budget allocation to PHC package; build capacity of province PHC Specialists and District Coordinators to support DHOs to implement this model.
  • Support District Coordinators to work with POKJAs and DHOs to ensure budget allocation and execution on PHC Program at sub national and facility levels.
  • Support District Coordinators to work with local governments to ensure numbers of local regulations issued in supporting the PHC implementation at sub national.
  • Participate in the strategic discussion with MOH to ensure the quality of program implementation.

Supervision and Monitoring

  • Provide a regular coaching and mentoring for the Advocacy and Community Engagement Specialist with more technical knowledges and leadership to support the MCGL program.

Internal Communication & Coordination

  • Provide regular updates, challenges, risks and recommendations for improvement to Health & Nutrition
  • Director on a regular basis for any progress and partnership updates in MCGL program.
  • Actively participate in sending program progress, documentations learning to Save the Children
  • Contribute to ensuring robust learning culture where teams and individual staff can share openly successes and failures for continuous improvement at organizational and individual levels.
  • Engage staff, partners, and other stakeholders to create real shared ownership and collaboration.
  • Lead regular meetings and coordination with MCGL PHC Advocacy and Community Engagement staff and all MCGL staff involved with this initiative both at national and subnational levels
  • Communicate with PHC Advocacy and Community Engagement Specialist and sub-national staff to ensure the strategy implementation is in line with MoH direction.
  • Ensure continuous performance monitoring of supervisees through HRIS Save the Children system Information Management, Communication, Public Relations and Representation

Responsibilities

  • Ensure production and timely dissemination of high quality, analytical reports, situation analysis reports and other information and data relevant to Save the Children and Technical Advisor, PHC, MCGL
  • Represent MCGL as requested by the Jhpiego COP or the Technical Advisor, PHC for project
  • progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums
  • Develop and maintain strong working relationships with USAID, Ministry of Health, key representatives of other USAID-/donor-funded health programs and other key stakeholders in Indonesia to maximize resources and leverage synergies around technical PHC issues and programs regarding advocacy, policy, and community engagement.

Financial Management

  • Develop annual project budgets, forecast and quarterly projections with the project and finance department.
  • Ensure the effective and efficient use of project resources with the appropriate controls of project resources and accurate tracking of expenditures.
  • Regularly monitor Budget versus Actual expenditures and proactively propose any modifications to expenditure plans and projections.
  • Coordinate with the Finance unit to produce accurate and timely financial reports.
  • Check financial report to ensure compatibility with project activities.

Supply Chain

  • Ensure that all procurement is done in an appropriate, timely and transparent manner as per Save the Children International Policies, Donor Compliance & procedures and internal audit requirements. Collaborate with Supply chain unit in Jakarta.
  • Through management of the Supply Chain Unit, ensure the appropriate use of the field office fleet and ensure compliance with maintenance schedules and the Save the Children vehicle and driver policy and guidance.
  • Ensure there is efficient travel management of all personnel and visitors in the field location.

Child Safeguarding

  • Contribute to the overall implementation of Child Safeguarding Policy (CSP) within National Office including ensure CSP integration in all project activities including for target beneficiaries.

Monitoring, Evaluation, Accountability, Learning (MEAL) Collaborate with the MEAL team

  • In the development of program log frames, indicators, implementation plans, and monitoring and evaluation frameworks and related tools.
  • on quality data collection tools and analysis of key programme and project indicators, ensuring that learning is incorporated into program delivery.
  • Take leadership in development of program research & learning agendas as required by organization and donor.
  • Ensure the learning materials & documentations are stored and shared in regular basis among internal-external stakeholders and children themselves, also facilitating cross-learning.

Staff Management, Mentorship, and Development

  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
