Description:

SUMMARY

Under direct supervision is responsible for performing technical and analytical financial analysis and forecasting work with emphasis on accounting, budgeting and financial compliance.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree conferred by a college or university accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board in Business Administration is preferred and one (1) year of related experience that provides the necessary knowledge, skills, and abilities
  • Must have knowledge of budget analysis and preparation; knowledge of fiscal management practices and procedures; knowledge of project management practices; knowledge of local government operations and knowledge of office procedures
  • Must have skill in collecting and analyzing financial data; skill in operating a personal computer, basic office equipment and associated software programs; skill in communicating effectively, both orally and in writing, and skill in performing basic mathematical calculations
  • Must have the ability to organize, compile and record information accurately; ability to work independently; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees and clients; ability to manage time effectively; ability to handle multiple clients/projects/responsibilities; ability to compile statistical data; ability to handle complex issues and decipher multiple complex task; ability to perform mathematical calculations; and ability to communicate effectively, both orally and in writing
  • Employee receives general supervision when performing the essential functions. Employee selects appropriate procedures required to complete work assignments. Conflicting and/or incomplete data is occasionally encountered and is reported to the supervisor for direction in resolving. Utilizes tact and diplomacy while in the performance of duties
  • Judgment is required in analyzing information reviewed and corrections made based on direction of the supervisor. Uses moderate discretion to complete work assignments. Initiative is frequently required to achieve work goals. Conflicting and/or incomplete data is occasionally encountered and is reported to the supervisor for direction in resolving
  • Frequent contact with the Department service providers, co-workers, and other County employees. Communication is primarily face-to-face, via telephone, and through written correspondence
  • Must have a valid Texas driver’s license or available alternate means of transportation
  • Must secure and maintain a favorable background investigation
  • Must complete a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek

Responsibilities:

  • Conducts financial analysis and forecasting of revenues and expenditure
  • Analyzes past and present financial operations, trends and costs and estimates future revenues and expenditures for the preparation of budgets
  • Plans, organizes and ensures completion of assigned project(s) that are the responsibilities of the Fiscal Office
  • Prepares financial status summary reports and grant close-out reports to the grantor agencies
  • Maintains budgetary systems to provide control of expenditures and maintains an internal reporting system
  • Utilizes and maintains accounting systems that provide detailed cost data for use by management
  • Reviews contracts, budgets, purchase orders, periodic cost summaries, invoices and vouchers for compliance with statutory provisions; approves these for payments and prepares statements to substantiate individual transactions for settlement
  • Acts as liaison between Department and vendor(s) as required (ex., security and maintenance issues)
  • Assist with the collaboration process with Infrastructure Services on Department fiscal plant issues, as assigned
  • Conducts audits and prepares financial reports as required
