Job Description and Duties
Under direction of the Staff Services Manager I, the Apprenticeship Consultant provides outreach and consultation services of new and existing registered apprenticeship programs for the Division of Apprenticeship Standards and follows internal procedures to engage with various community based, civil service, and private industry organizations to expand registered apprenticeship throughout California. Provide guidance on compliance with state apprenticeship laws and regulations, conduct program reviews, attend apprenticeship committee meetings, educate organizations on various funding models and create presentations promoting registered apprenticeship.
Provide consultative services to apprenticeship program sponsors, employers, organizations, and education providers to advise them on the registration and maintenance processes by sharing existing resources, materials, and forms. Attend and
give advice during apprenticeship committee meetings in person, by telephone, teleconference or digital on the Bagley-Keene Act and Robert Rules of Order for public meeting service.
Educate organizations on how various funding models can assist and benefit organizations in the creation and support of registered apprenticeship programs. Contribute as a lead or subject matter expert (SME) to provide knowledge transfer of systems to internal staff by sharing experiences and procedures relevant to registered apprenticeship.
Lead strategic outreach efforts in meetings and deliver presentations to expand and develop registered apprenticeship programs to create pathways for all Californians, including under-served populations using resources from SharePoint or created from Microsoft Office/Adobe Acrobat products. Create and deliver oral or digital presentations promoting registered apprenticeship by using marketing materials in electronic and print form to educate interested organizations with the goal of increasing awareness and the number of registered apprenticeship programs in California.
Follow written procedures from the Program, Planning & Review Unit, internal SharePoint database, and Department of Labor (when appropriate) to develop, edit, review, and maintain Program Standards using Microsoft Word, Adobe Acrobat, and internal CAS database to register apprenticeship programs. Advise and consult outside community-based organizations, businesses, and industry stakeholders on the registration process of apprentices and periodically review the efficacy of programs with reports back to management. Use existing labor code documentation to guide external stakeholders on compliance and rules as required by State laws related to registered apprenticeship. Perform grant reading and scoring following provided instruction and resources at the request of management in collaboration with the California Community College Chancellor’s Office and/or specifically for the Division of Apprenticeship Standards.
Act as “Lead” or Subject Matter Expert (SME) for new Apprenticeship Consultants, and Associate Governmental Program Analysts; review and score grants for apprenticeship and/or pre-apprenticeship programs. Perform other related duties as assigned.

Working Conditions
This position is located at: 1750 Howe Ave. Ste. 350. Sacramento, CA 95825
The incumbent works 40 hours per week in an office setting that is an air conditioned, multiple floor building with elevator access and contains cubicles with natural and artificial lighting. May be required to work from other locations throughout California as needed including working from home if provided with proper office equipment. Typical office tools include computer, printer/copy/scan/fax machines, being in a stationary position for long periods of time/driving; typical office/vehicle noise and/or vibration; may encounter inclement weather.
The incumbent is expected to work in a professional manner, maintain cooperative working relationships with others, and foster a culture that supports the mission and vision of the Division of Apprenticeship Standards (DAS).
