Description:
KEY ACCOUNTABILITIES
- Responsible for producing asset policies, strategies, plans and prioritised programmes for one or more asset types within the Civils, Roads and Build environment
- Work across the business to understand political constraints, Greater London Authority (GLA) priorities, internal delivery commitments, private developer initiatives and identify opportunities to inform the strategies and plans for selected asset types
- Responsible for ensuring that customer needs are addressed in asset strategies and plans to inform capital and operational investment priorities for that asset group
- Produce annual asset renewals/upgrades budgets and output targets for selected asset types in alignment with TfL Asset Management Objectives and TfL Strategy
- Models long term capital and operational investment to inform investment plans for selected asset types
- Produce the long-term investment requirements for asset types to inform the Asset Capital Programme Business Case and Approval Papers
- Maintains a prioritised forward programme of works for one or more assets that deliver the strategy and best value
- Responsible for informing the asset data requirements to support the development of asset strategies and investment plans for selected asset types

KNOWLEDGE
- Preferably mechanical/electrical/communication Engineer having attained membership of a relevant professional institution.
- Good understanding of the principles and practice of asset management relating to Mechanical, Electrical, communication (MEC) and other assets and related computer systems
- Understanding of transport issues affecting London’s road network and of the management and operation of a road network to deliver objectives
- Good understanding of the Mayor’s Transport Strategy
- Working knowledge of asset investment best practice, including whole life costing/value, management of value, asset deterioration modelling and Capital Expenditure (CapEx) / Operational Expenditure (OpEx) trade-off
- Working knowledge in investment planning and value management techniques
- Degree or equivalent level in Asset Management, Engineering, Economics or a similar area or equivalent experience
- Good understanding of financial management standards and practices in the public sector, including asset valuation
EXPERIENCE
- Experience of working with MEC assets, preferably related to tunnels and highway assets.
- Experience working in the field of physical asset management in an infrastructure environment
- Experience of preparing and presenting reports to peers and senior management, to influence business decisions
- Experience of applying asset management techniques, including investment planning for long term strategies for capital and operation investment portfolios of values up to circa £80M within a transport/ construction / operational environment
- Experience of effectively developing and applying value management

We are currently recruiting for an Asset Manager to provide clarity of thought and direction on Transport for London’s (TfL) most important asset challenges. We ensure the circa £1bn of investment we put into our assets every year is being done in a planned, conscious, and informed way. We operate flexibly, through a highly capable and supportive team that can actively approach challenges well and are known for producing high quality outputs.
Your role is to lead work on important issues faced by the business, primarily; setting the strategic direction and investment needs of our assets, justifying and securing funding, initiating projects, improving asset management capability, analysing information to produce options and choices, getting stakeholders on board, helping the business make decisions and ensuring the impacts are understood.
The work in our team is varied, exciting and high profile; your work could include updating an asset strategy, translating strategies into short and long term plans, looking at whole life costing, modelling scenarios for investment planning or working with a range of stakeholders across the business to determine our future vision for assets.
You’ll help lead the translation of cross-asset and network level asset information, into a balanced Pan-TfL investment portfolio which meets the future strategic needs of TfL’s assets and effectively supports the organisations goals.
You will develop policies, strategies, plans and prioritised programmes for one or more assets to deliver business outcomes and will work with key stakeholders in the directorate, Surface, TfL and externally to understand and incorporate key priorities and drivers.
