JOB SUMMARY

The Assistant Chief, Production is responsible for the execution of the Engineering department production plan for the system. The role oversees all aspects of planning, the coordination of resources, work blocks, work equipment and required contracts for third-party providers. Furthermore, the incumbent ensures all production work is completed in accordance with sound engineering practices and approved railway standards, within budget, and the CN operating plan.

EXPERIENCE

Railroad and Track

  • Minimum 15 years of railroad experience
  • Minimum 10 years of supervisory experience
  • Minimum 5 years of track experience
  • Minimum 3 years of production experience

EDUCATION/CERTIFICATION/DESIGNATION

  • High School Diploma or General Educational Development (GED)
  • Ability to obtain certification in CN’s Track Inspection Guidelines (TIG)
  • Ability to obtain United States Operating Rules (USOR) Certification
  • Ability to obtain Canadian Railway Operating Rules (CROR) Certification
  • Bachelor’s Degree in Engineering*
  • Any designation for these above would be considered as an asset

TECHNICAL SKILLS/KNOWLEDGE

  • Comprehensive knowledge of track structure, construction, maintenance and identifying track defects
  • Strong knowledge of Engineering track standards and operating measures
  • Basic understanding of applicable collective agreements
  • Solid computer skills including knowledge of Microsoft Office (Excel, Word), Track Inspection System (TIS), Systems, Applications, and Products (SAP), and Train Management Dispatch System (TMDS)
  • Knowledge pertaining to contracting out Master Service Agreements
  • Knowledge of continuous improvement methodologies (LEAN, 6 Sigma etc.) to evaluate and improve work group performance*
  • Any designation for these above would be considered as an asset

Responsibilities:

  • Provide a safe operation that protects the people and the plant
  • Provide leadership to assigned staff in both management and unionized positions
  • Provide clear direction on employee performance and department objectives
  • Provide coaching to subordinates who are not performing to established goals and standards
  • Evaluate employees and develop succession planning within the production team
  • Respond to and resolve grievances
  • Build safety compliance and improve safety results through regular efficiency testing and safety walkabouts
  • Provide positive and constructive feedback in addition to coaching
  • Execute capital program requirements
  • Provide input to annual and multiyear capital programs
  • Work within operating and capital program budgets
  • Maintain a unit cost price for ties, rail welds surfacing, and all productive elements
  • Standardize production methods across the system employing continuous improvement methodology
