[What the role is]
To capture the potential and opportunities of the unmanned systems sector and emerging technologies for Singapore, the Technology and Strategic Planning section in CAAS’ Unmanned Systems Technology, Engineering and Planning (UTEP) Division assesses, identifies, and forges partnerships with the industry, other civil aviation authorities, and research entities to develop strategies to grow new business areas, initiate greenfield research, and develop capabilities. The Division also focuses on systems engineering, technology capabilities, and resourcing for unmanned systems, such as the integration, implementation, and operational oversight of the maintenance of counter-UAS systems.
As a member of the Technology and Strategic Planning team, you will have a direct hand in shaping the future and development of unmanned systems and other emerging technologies in Singapore’s aviation sector, while getting exposure to some of the most exciting industry players and research institutes in the sector. We are hiring an officer to plan, strategise, coordinate, and implement initiatives to drive growth, capability development, and strategic partnerships, to facilitate the safe adoption of emerging technologies, including advanced air mobility (AAM), unmanned aircraft systems (UAS), hydrogen technology, and other technology areas. The officer can expect to be involved in strategic decision-making that will shape the future of emerging aviation technologies in Singapore and internationally, advancing Singapore’s aviation interests and contributing to CAAS’ position as a thought leader in innovative and sustainable solutions.

[What you will be working on]

Responsibilities

  • Monitor and assess key emerging trends and developments in technologies and systems in the unmanned systems sector and other emerging aviation technologies globally, and sense-make the implications for CAAS and Singapore.
  • Formulate strategies and implement plans to drive growth and capability development in unmanned systems and other emerging aviation technologies in Singapore, through preparation of briefs, workplan, engagement, and forging partnerships with key stakeholders. Focus areas include but are not limited to electric vertical take-off and landing (eVTOL) aircraft, vertiports, and standards and technical references relevant to AAM, UAS, and hydrogen technologies.
  • Coordinate across multiple stakeholders, including other Singapore Government agencies, and drive CAAS’ strategic position and deliverables to create an enabling ecosystem for emerging technology trials and operations.
  • Prepare, publish, and award grants or calls for proposals to pilot projects, and manage the awarded projects from end-to-end to achieve CAAS’ objectives.
  • Partner economic agencies (e.g. EDB) to engage foreign companies to anchor businesses in Singapore.
  • Study considerations and develop and implement plans to drive public acceptance of related emerging aviation technologies in Singapore.
  • Engage and forge partnerships with key stakeholders including the industry, foreign civil aviation authorities and government agencies, and research entities, through platforms including but not limited to key forums and conferences, to grow new business areas.
  • Opportunities to travel overseas to engage international partners, drive thought leadership, and maintain mind-share and cross-learning of best practices.

[What we are looking for]

Requirements

  • Passion for aviation and technology, in particular shaping the future and development of unmanned systems technology in Singapore.
  • Experience in technology development in the public sector or industry experience in AAM, UAS, or hydrogen technologies is a plus.
  • Experience in standards and technical references development is a plus.
  • Strong analytical and problem-solving skills.
  • Strong written and oral communication skills.
  • Strong project and stakeholder management skills, including ability to forge effective partnerships with stakeholders.
  • A positive can-do attitude amidst a fast-paced and dynamic work environment.
  • Tenacious, self-motivated, and a good team player with ability to build consensus.
  • Good ethics and professional conduct, and with strong sense of care and responsibility.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook).

Your appointment will be commensurate with the relevance of your work experience.
Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or a contract renewal.
