Job Summary: The Associate Director of Compensation & Benefits is responsible for the management and oversight of Hawaii Pacific University’s retirement, health and welfare benefit programs, compensation, leave administration, employee disability services coordination, and wellness initiatives. As a Human Resources subject matter expert, the Associate Director is a key member of a Human Resources team that strives to develop, practice, and promote a culture of customer service, continuous improvement, and best practices while planning, developing, and implementing new benefit initiatives to continue to provide a competitive, comprehensive benefits package for all employees. Teamwork, customer focus, continuous learning, applying technology, valuing diversity, big picture perspective and openness to change are integral to the success of the Human Resources team. Qualifications: Minimum Qualifications: Bachelor’s degree in Business Administration, Human Resources or a related field or equivalent combination of relevant education and experience.Five years’ experience in Human Resources with at least three years’ experience in benefit and retirement plan administration.Knowledge of disability programs, FMLA, ADA, Workers’ Compensation and integration of various leaves of absences with university benefits.Knowledge of benefit program design, administration, record keeping and compliance laws and regulations, including ERISA.Strong computer skills including MS Office Suite, intermediate proficiency in Microsoft Excel and an HRIS application.Desired Qualifications: Supervisory experienceProfessional Human Resources (PHR), SHRM Certified Professional (SHRM C-P), Senior Professional Human Resources (SPHR), or SHRM Senior Certified Professional SHRM-SCPExperience working in higher education or nonprofit environmentExperience with Ellucian/Banner HR Other Qualifications: Candidates must be legally authorized to work in the United States. Visa sponsorship and relocation allowance is not available for this position. Report to work obligations to support the department and may require work during HPU’s winter break, if necessary. This position may be considered an essential position with report to work obligations depending on the type of emergency, campus closure, or evacuation. Must meet training and background check qualifications and comply with the Protection of Minors policy.Upon hire, candidate must have reliable personal transportation to facilitate travel between to all HPU worksites and other locations as required by the position. This includes a valid driver’s license and a personal vehicle that is legally registered and insured.Able to work all shifts and extended hours. Successful candidate will be able to work in an environment that utilize excellent time and stress management skills.Strong customer service focus and interpersonal skills.Ability to communicate effectively with employees verbally and in writing.Key Responsibilities/Essential Job Functions: 1. Oversight of the University’s Health and Welfare Plans(20%)Evaluates and compares the University’s existing benefits with those of other employers by analyzing other plans, surveys and other sources of information.Propose recommendations for new, or changes to existing, benefit plans to maintain a competitive, comprehensive benefits package.Manage business relationships with benefits broker and plan vendors to support proper plan administration.Works with brokers to negotiate rates and contract terms for group insurance policies during annual insurance renewal.Responsible for benefit communications to effectively communicate program details and the value of benefit programs.Supervise[MC3] participation in benefit surveys to ensure the University’s benefit objectives are achieved.Supervises the Benefits and Leave Coordinator and Benefits and Leave Administrator to ensure day-to-day benefit and leave administration are administered in a compliant and responsible manner.Ensure benefit invoices are processed in a timely manner and reconcile carrier invoices against payroll deductions.Coordinate the filing of Form 5500 for HPU’s health and welfare plansOversee the preparation of Form 1095-C for ACA reporting and coordinate with Payroll to ensure transmission of Forms 1094-C and 1095-C to the IRS.With assistance from the Manager, HRIS, prepare and complete required health and welfare reporting (e.g., annual compliance testing).As necessary, build and maintain HRIS benefit tables.2. Retirement Plan Administration(20%)Administers the University’s retirement plans in accordance with the plan documents.Reviews new hire documents to determine eligibility for participation in the HPU retirement plan.Review and approve distribution requests and monitor the forfeiture of non-vested account balances.Provide support to the third-party administrator for nondiscrimination and coverage testing.Serve as the HR point of contact for the annual retirement plan audit and coordinate the filing of the Form 5500.Coordinate with the third-party administrator and retirement plan vendor to ensure required disclosures are distributed to participants.Coordinate with Payroll to review the annual discretionary contribution report before remittance.Work with retirement plan vendors to offer individual financial counseling sessions and group retirement workshops. 3. Leave of Absences, Disability Coordination, and Workers’ Compensation(10%)Maintain current knowledge of emerging issues pertaining to FMLA, HFLL, ADA and other related laws and regulations. Coordinate with the Benefits and Leave Administrator to communicate same to employees and administration as appropriate.Oversee administration of leave of absences (including FMLA and HFLL), ADA requests for accommodation, and workers’ compensation claims. Oversees the development and communication of leave of absence and reasonable accommodation policies.Ensure required disability (e.g., annual TDI report) and workers’ compensation (e.g., OSHA 300, 300A and 301) reports are completed annually.4. Compensation(20%)In conjunction with the Sourcing and Compensation Specialist, 1.) Assess jobs and their respective duties to determine classification as exempt or nonexempt and appropriate salary range; and 2.) Benchmarks jobs against survey data and other market intelligence to determine competitive compensation ranges for each position.Maintain job classifications and salary scales in accordance with HPU’s salary structure.Develops and documents procedures to streamline processes and ensures compliance with regulatory requirements.Prepares and presents summary reports of job analysis and compensation analysis information.5. Additional Benefits, Discounts, Scholarships and Wellness(20%)Oversee administration of the HPU tuition benefit plan in accordance with HPU policy.Work with external vendors to offer new, or renew existing, voluntary benefits and discounts (e.g., 24 Hour Fitness discount, pet insurance, Hawaiian Airline Affiliate Program).Oversee the administration of subsidized parking benefits and month-to-month parking offerings.With the assistance of the Benefits and Leave Coordinator, administer the Tuition Exchange Scholarship.In coordination with the Wellness Advisory Committee, continue to develop and manage a wellness program for HPU faculty and staff, to include both physical and mental well-being components. 6. Performs other related duties as assigned(10%) Actively participates as an effective member of team by completing assigned duties, accepting additional assignments or reassignments.
