MINIMUM QUALIFICATIONS

  • Demonstrated experience in financial and program analysis required, such as developing cost models, projecting program participation and expenditures over time, and analyzing the fiscal impact of policy changes on early childhood care and education or other similar public programs;
  • Strong data analysis skills required, including experience analyzing administrative data, producing products to highlight data insights (e.g., documents, slides and/or briefs) and using data to shape policy and process recommendations,
  • Knowledge and understanding of child care policy and practice strongly preferred, especially knowledge of the Child Care and Development Block Grant (CCDBG) or the Child Care and Development Fund (CCDF);
  • Knowledge and/or experience on the impact of child care policy on diverse populations and how to advance policies that meet the needs of the most vulnerable children and families,
  • Experience developing, implementing, and/or monitoring pilot projects or initiatives strongly preferred;
  • Knowledge and/or experience in early childhood or education supply-building strategies,
  • Knowledge and experience in child care and early childhood data collection and reporting,
  • Ability to define policy problems and apply problem-solving techniques to complex child care and education issues,
  • Strong project management skills,
  • Ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation,
  • Ability to effectively present technical and complex information to various audiences,
  • Ability to use word processing, spreadsheets, presentation software, and online data collection systems, and
  • Ability to travel statewide frequently to provide technical assistance to diverse stakeholders

Responsibilities:

Virginia’s Department of Education’s Office of Early Childhood Access and Enrollment is seeking a qualified individual to support fiscal and programmatic analysis and special project implementation at the Virginia Department of Education related to access and enrollment across Virginia’s unified early childhood system. This position will produce and maintain various analytic models—including Virginia’s cost-of-quality model for provider payment rates—to estimate the impact of various policy changes on program participation and cost. In addition, this position will produce products to highlight data insights (e.g., documents, slides and/or briefs) and use data to shape policy and process recommendations. This position will also oversee project management activities associated with the implementation of ECCE policy and program innovations under Governor or General Assembly directives. Finally, the position will support broad policy implementation, oversight, and reporting across the Division, including contributing to state- and federally-mandated reports and drafting regulations and guidance as needed.
