Through its unique culture of iterative learning and improvement, OEF designs, tests, and partners to scale programs that help communities see problems in new ways and solve them collectively. With its headquarters in Colorado and offices around the world, OEF operates as a portfolio of peace-building programs, each with its own director, strategy, and budget. What holds them together is a common purpose: to provide an impartial platform for diverse stakeholders to form adaptive problem-solving networks for peace.

OEF provides the financial, strategic, and operational support needed to iteratively develop solutions to complex problems that could not have been designed in advance.
REQUIRED SKILLS AND EXPERIENCE:
- Master’s Degree, plus a minimum of 10 years of relevant experience, or equivalent combination of education and experience is required.
- Minimum five (5) years of experience in compliance and the administration of USG and non-USG assistance or acquisition (federal contracts) awards.
- Prior experience with grants life-cycle and grants life-cycle management; Grants under Contracts experience as applicable.
- Prior experience reviewing and approving vendor contracts, MOU’s, and partnership agreements.
- Demonstrated knowledge and ability to interpret, apply and advise on USG regulations under 2 CFR 200, OMB Circulars, and donor regulations, specifically on USAID programs.
- Proven effective and efficient leadership and management skills in a diverse, multi-national and multilingual work environment.
- Strong customer service orientation and verbal and written communication skills.
- Meticulous attention to detail, as well as outstanding critical thinking and proactive problem-solving skills.
- Proven ability to prioritize and follow-through.
- Must be able to work and communicate effectively cross-functionally at all levels in the organization.
- Previous supervision experience is required.

PREFERRED QUALIFICATIONS:
- Demonstrated experience working in or supporting activities occurring in high conflict areas, or post-conflict countries.
- Proficiency in Somali, Spanish, French and German is a plus.
Responsibilities:
PRIMARY RESPONSIBILITIES:
The Associate Director (AD) of Grants, Contracts, and Compliance is responsible for leading and managing staff and effective and efficient operations in the areas of procurement, solicitation, contracting, and award administration (grants, cooperative agreements, and contracts), including financial monitoring. The AD will provide award management and oversight for all grants, cooperative agreements, or sub-awards to mitigate risk and ensure compliance with donors’ regulations and OEF’s policies. The AD will function as OEF’s internal subject matter expert on cradle-to-grave grants, cooperative agreements, contracts, and sub-awards administration. The AD will report to the Chief Financial Officer and be part of the Finance Team.
