Description:

This is a key leadership role working with the team of Nurse Directors across the ICB. The role will support a Place Director of Nursing (DoN), working with the Quality and Safeguarding teams to deliver the statutory functions of the ICB. Part of the Clinical and Professional Directorate, the post holder will be responsible for on-going development, implementation and monitoring of plans and policies in relation to quality assurance and improvement. Work with the Patient Safety Specialist to ensure patient safety and learning from incidents.
Involvement in improving the experience of patients and the public across the ICB. As a senior leader in the Place based Quality Team provide specialist advice, guidance, and support. Lead the place team to continuously develop, implement and manage clinical governance and quality frameworks to ensure the ICB is compliant with statutory duties for quality, safety, safeguarding and clinical governance. Actively engage with system partners to promote clinical engagement and involvement in the patient safety and experience agenda, aiming to reduce inequalities and manage unwarranted variation in care.
Monitor and improve quality outcomes in line with the key objectives and 10 ICB ambitions. Main Duties and Responsibilities Provide leadership to the Quality and Safeguarding teams providing specialist advice and support. for quality frameworks to ensure the ICB is compliant with statutory duties in relation to quality, safety, safeguarding and clinical governance. Demonstrate extensive knowledge of the quality assurance agenda to enable sustained improvements.
Network effectively to ensure good practice, new ideas and lessons are learnt are shared. Management and Leadership Responsibilities Demonstrate excellent communication, leadership, and negotiation skills, support quality improvement initiatives across the ICB. Support PLACE based management of Serious Incidents ensuring systems are employed which provide timely responses to key stakeholders, maximise learning and providing Place and the ICB with updates and outcomes when required. Support the Place SI management investigation ensuring appropriate PLACE based investigators are appointed; and that reports are produced in a timely manner learning is implemented in line with policy requirements.
Deputise for the DoN at Place and represent the ICB in system meetings where appropriate. Support teams and relevant stakeholders to engage and contribute to the ICB quality improvement programmes, reconciling conflicting views where there are barriers to implementation or understanding, and sharing outcomes and learning. Provide specialist advice, support, and training in sometimes hostile, antagonistic, or highly emotive atmospheres to promote the development and delivery of working arrangements that facilitate a partnership approach to the planning, delivery, risk management and monitoring of services to provide quality assurance of the services commissioned. Provide Senior support to the complaints process in respect of communicating, conciliating and when required, negotiating with complainants who remain dissatisfied with the handling of their patient complaint following an internal investigation.
Support the ICB Governance function when required. Establish good working relationships with ICB Board members, Senior Managers, local health community, City Council, Voluntary Sector, Healthwatch, the ICS, CQC and NHSE to support the development and implementation of the quality agenda in line with local need, provision of services, and regulatory requirements. Interpret highly complex, sensitive, and sometimes contentious information, into relatable policy or guidelines to ensure that key stakeholders are clear of the requirements placed on the ICB. Provide recommendations for implementation of national, regional, and local policy and workstreams.
Take part in the on-call rota. Planning and Organisational Responsibilities Work with identified leads to ensure ICB Operating Framework targets and associated plans which relate to quality & patient safety plans are produced, implemented, and routinely evaluated to provide assurance of increased compliance year on year. Interrogate highly complex, disparate information in relation to quality, risk management and patient experience to identify trends and patterns. Produce reports to communicate the findings and formulate solutions which recommend remedial action.
Advise and support the development of KPIs and quality frameworks for services to measure and evaluate quality. Provide specialised advice which will impact on future patient care following highly complex Serious Case Reviews Ensure systems and processes are established and communicated to ensure implementation of national guidance/directives which encompass good clinical governance. Use sophisticated, evidence-based knowledge and skills to underpin the development, management and monitoring of the ICB Clinical Governance strategies. Provide clinical assurances to support the development of and reporting against, the Board Assurance Framework.
Ensure effective reporting is maintained to the Place and System Quality Group Board, other relevant committees and sub-groups. Plan meetings, conferences and training programmes to promote and deliver the ICB quality & safeguarding agenda. Policy and Service Development Responsibilities Analyse and translate national policy into local context to inform policy and strategy development in relation to the ICB Quality, CHC and Safeguarding agendas. Oversee the nursing agenda to harness best practice, drive up standards and ensure consistency in outcomes.
Provide Senior Manager support and advice regarding the development, implementation and review of Quality KPIs and organisational quality improvement schemes ensuring a sound evidence base, clinical involvement, leadership and patient involvement. Use clinical knowledge, expertise and good governance to actively participate in the development and performance management of care pathways that are developed to meet the needs of service users and the strategic objectives of the ICB. Analyse information in relation to the Clinical Governance and risk agenda providing reports and recommendations for service development. Research and Audit Responsibilities Work with the wider Directorate team to provide senior manager support to the development of the Clinical Audit plan to include all care sectors, ensuring research methodology is applied at the implementation and report writing stage and promoting clinical engagement.
is Critically review national research and evidence of best practice to ensure evidence based clinical polices/guidelines and protocols are developed for use in the ICB. Managing Resources Responsibilities Delegated responsibility for the Quality team and Safeguarding team budget ensuring budgetary management complies with the ICBs standing orders and standing financial instructions. Line manage assigned teams, provide supervision and management; ensure appraisals are undertaken and objectives set and monitored. Responsible for work planning and allocation of nominated teams, monitoring and evaluating work, and identifying training needs for staff.
Education and Training Responsibilities Undertake presentations to the ICB, sub committees, staff, and other organisations when appropriate to provide assurance on specific subjects in a manner that provides assurance and inspires confidence. These duties will always be reasonable and commensurate with the skills of the post holder and level of the post. General The post holder will: Treat people with dignity and respect. Ensure that any infection prevention and control issues are reported appropriately. Be aware of and adhere to the provisions of the Health and Safety at Work Act and to ensure their own safety and the safety of others.
Maintain confidentiality and adhere to the principles of data security and data protection. Follow a professional Code of Conduct, where relevant to the post. Participate in the organisational appraisal process. Be expected to undertake ongoing professional and personal development in line with the responsibilities of the post.
