Job Description and Duties

The Associate Governmental Program Analyst - Litigation Coordinator will be directed by the Executive Director at the Department of State Hospitals – Atascadero. The incumbent will be responsible for the following duties but not limited to:

  • Consult with Department of State Hospitals (DSH) Legal and Attorney General staff on all phases of patient-based litigation. Discuss strategies with attorneys and make recommendations for potential witnesses.
  • Independently research patient medical records including, but not limited to, interdisciplinary notes, treatment plans, medical consultations, laboratory reports, open physical problems and psychological diagnosis, as appropriate, to identify documentation associated with open litigation brought against the hospital.
  • Process document subpoenas related to legal actions against Department of State Hospitals - Atascadero (DSH-A), or its employees initiated by patients.
  • Prepares a biannual Governing Body report specific to litigation matters for Executive Director review. Research, gather and analyze data related to active litigation and settlements during reporting period. Monitors for data trends and patterns related to litigation and reports to the Risk Management committee and operational concerns.
  • Serve as the contact person to receive and process requests received for documents under the California Public Records Act (PRA).
  • Coordinate the Executive Director level review of patient complaints and prepare responses within established timeframes.

In order to be considered for this job vacancy, you must satisfy one of the following requirements:
1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at Associate Governmental Program Analyst, OR
2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR

  1. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.
  • Minimum qualifications will be verified prior to being scheduled for an interview. Please provide proof of minimum qualifications with your application submission, which may include a copy of your unofficial college transcripts and/or out of class paperwork.

MINIMUM QUALIFICATIONS: State experience applied toward the “General Experience” pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class. Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit. Education: The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND Either I Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. OR II Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)

  • If it is determined that an applicant does not meet the minimum qualifications, the applicant’s name may be removed from the eligibility list.

Working Conditions
The employee is required to work any shift and schedule in a variety of settings throughout the hospital and may be required to work overtime and float to other work locations as determined by the operational needs of the hospital.
