Description:

The CalSTRS Human Resources Division is seeking a motivated individual to work as an Associate Governmental Program Analyst on the Executive Compensation Team.
It is the purpose of Human Resources to support the total operation in meeting its goals through its most valuable resource—its PEOPLE. Human Resources is committed to building a successful and sustainable workforce of engaged employees.
The California education code authorizes the Teacher’s Retirement Board (TRB) to set the compensation of CalSTRS’ chief executive officer, chief operating officer, chief financial officer, general counsel, system actuary, chief investment officer and other investment managers whose positions are designated as managerial. The Executive Compensation unit manages the activities of CalSTRS Executive and Investment Compensation Program as well as the CEA Pay Program. The unit provides analysis to assist the Director of Human Resources in providing recommendations to the TRB in matters of compensation policy to ensure that the compensation program for executive management and investment staff is properly designed to support organizational objectives. Incentive compensation is a critical component of the program and enables CalSTRS to compete with private sector financial services firms which are a key labor market for targeted hiring efforts of CalSTRS’ executive management and investment professionals.
Under the direction of the Executive Compensation Manager (Staff Services Manager II), the Executive Compensation Analyst provides complex analysis and support on matters related to the Teachers’ Retirement Board’s Compensation Policy and programs for executive and investment positions under the board’s compensation setting authority designated in Education Code Section 22212.5, the CalSTRS CEA Program and Pay Policy, and the Investment Officer incentive program. The incumbent performs compensation related analytical assignments associated with attracting, motivating, and retaining high performing and highly skilled executive management and investment staff, including base salary and incentive compensation programs for highly compensated staff that are often sensitive and subject to public scrutiny.

Duties will be adjusted at the Staff Services Analyst level.
Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

Working Conditions
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act, which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700).
