Description:

BCIT’s Information Technology Services department is seeking a regular, full-time (1.0 FTE) Associate Vice President, Digital Transformation & Chief Information Officer. This position performs a transformative leadership role with significant Institute-wide influence and establishes the strategic vision for Information Technology Services to advance digital capabilities and drive innovation to support BCIT’s strategic goals. Provides senior leadership and direction to a broad portfolio involving strategic and operational planning and oversight of enterprise application services, project planning data governance, solution delivery, cloud and technology operations, service management and IT risk management. Acts as a strategic advisor to the CFO and Executive Team on IT investment and acquisition strategies, data governance and risk. Leads and engages in a wide range of strategic external partnerships.

KEY ACCOUNTABILITIES:

  • Leads the identification and implementation of transformational change and innovation aimed at advancing information technology solutions to support BCIT’s strategic goals. Acts as a champion of the Institute’s long-term vision, mission and values, and a key leader of change, innovation and progress.
  • Acts as a strategic advisor to the CFO and Executive Team on a broad range of complex matters, with emphasis on IT investment and acquisition strategies, data governance and risk. Leads collaborative work with senior leaders, in the design and implementation of transformative change through IT initiatives to improve business performance and support the Institute’s highest priorities.
  • Provides strategic leadership and vision to critical planning for the Institute’s technology roadmap to enhance operations and deliver innovative digital solutions. Establishes strong project and change management framework and monitors targets and measures, directing adjustments to ensure achievement of planned success.Provides strategic leadership and vision to a broad portfolio of diverse IT functions, involving development of strategic and operational plans, governance framework, policies, standards, controls, and processes while ensuring alignment and integration within the portfolio and across the Institute.
  • Provides strategic leadership to the delivery, maintenance and ongoing optimization of resilient, responsive and integrated enterprise technology for internal and external partners. Involves all functions and services related to enterprise application services, solution delivery, and technology operations, including data center, and reporting.
  • Provides strategic leadership to IT service management, including all functions related to client experience, service delivery and service enablement. Fosters the highest quality of service, communicates the IT vision and strategy, and promotes a culture of engagement and collaboration with internal and external partners.
  • Partners with the Institute’s Cyber Security Office to support the operationalization of the Institute’s cyber security program, ensuring a secure technology environment across all sites. Also ensures all reporting areas are positioned to identify and mitigate risks; oversees risk management related to the creation, delivery and maintenance of IT services and assets.
  • Takes strategic action on the most critical problems and decisions across the portfolio, including those with Institute-wide impact. Oversees compliance with governance framework, policies and regulatory requirements in all reporting areas. Implements departmental processes, procedures and controls to assure financial and administrative accountability.
  • Leads and engages in strategic partnerships with the higher education sector, professional associations, vendors, businesses, government, and other external partners. Represents BCIT on advisory panels, leads contract negotiations, and engages as BCNET board member.
  • Ensures continuous improvement and evolution of products and services through ongoing research and development efforts. Provides strategic direction to the integration and optimization of new and emerging technologies, involving digital services, loT, Cloud, robotics, artificial intelligence, machine learning, robotics, and other operational technologies.
  • Provides broad direction, coaching, development and performance management for reporting leaders, and also oversees the division to ensure adherence to best practices in people management.

QUALIFICATIONS & REQUIREMENTS:

  • Master’s degree in computer systems, business administration, or other related discipline
  • 10 plus years of experience at progressive levels of responsibility, including several years at a senior strategic level, involving IT in both industry and public sectors with exposure in large complex organizations
  • An equivalent combination of education and experience may be considered
  • Expert knowledge of IT concepts, theories, practices and techniques, with emphasis on all aspects of enterprise architecture, solution delivery, technology operations, service management, cyber security and IT risk management
  • Strategic leadership skills with ability to provide vision, strategic and operational planning, and oversight to a broad portfolio of diverse IT functions, and to lead transformational change and innovation
  • Advanced knowledge of project and change management, business theory, business processes, budgeting and operations
  • Excellent interpersonal and communication skills to advise, consult and present at the highest levels of the organization; to build strategic collaborative partnerships and engage with internal and external partners
  • Expert level of business acumen, problem-solving skills and decision-making, with ability to diagnose and make recommendations on the organization’s most critical issues
  • Expert skills in leading others, with ability to direct, coach, develop and manage performance of reporting leaders, and to influence others at all levels across the Institute
