QUALIFICATIONS

In addition to the educational requirements, you must meet the minimum grade-specific qualifications as described below:
To qualify for the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level defined as environmental and criminal litigation; extensive knowledge of the Clean Water Act (CWA), Clean Air Act (CAA), and/or Resource Conservation and Recovery Act (RCRA); ability to identify and resolve complex legal and policy issues in federal environmental criminal enforcement cases; and outstanding legal writing skills

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

EDUCATION

You must:
(1) possess a J.D. or LL.M. degree from an accredited or pre-accredited college or university or equivalent apprentice experience as allowed per state law; and
(2) be duly licensed and authorized to practice as an attorney under the laws of any state, territory of the United States, or the District of Columbia; and
(3) be an active member of the bar of any U.S. jurisdiction in good standing. (NOTE: Bar membership is not required at the time of application, but you must be admitted to the bar before entry on duty.)

Responsibilities:

You will:

  • Advise Criminal Investigation Division (CID) management, including the Director of CID, on legal issues related to criminal investigations.
  • Assist the national managers of EPA’s Criminal Enforcement Program, National Enforcement Investigations Center (NEIC), and Office of Criminal Enforcement, Forensics, and Training (OCEFT), by proactively identifying legal issues which need to be addressed, and by providing legal advice and policy guidance when requested to do so.
  • Assist Regional Criminal Enforcement Counsels (RCECs) by offering policy and legal counsel upon request or upon identification of legal issues of national significance.
  • Provide representation and other liaison duties in the context of coordinating criminal program and NEIC activities with other EPA offices.
  • Support OCEFT, CID, and NEIC, by working with Congress, other EPA offices, the Department of Justice and OCEFT personnel to develop recommendation on legislation, regulations, and policies, to implement the goals of the criminal enforcement program.
  • Provide training at the Federal Law Enforcement Training Center (FLETC), and in other forums as assigned, to assist CID in training its Special Agents in environmental and criminal law.
  • Represent OCEFT, CID, NEIC, as assigned, in communications-related contexts such as responding to inquiries from Congress, the news media and interested members of the public.
  • Provide legal policy, and related support services to OCEFT, CID, and NEIC, and perform other related duties as assigned.
