Responsibilities:

  • Serves as attorney advisor, consultant, and legal expert for environmental law, labor law, and general administrative law.
  • Carries out labor attorney functions independently. Incumbent exercises a high degree of independence and competence in performing assignments.
  • Independently prepares opinions, determinations, recommendations and legal documents.
  • Serves as a labor attorney and assistant Attorney-Adviser in all labor and civilian personnel law aspects of command actions.
  • Incumbent applies in-depth knowledge of the law and Federal employment, labor law, the law of employment discrimination, regulations, policies, procedures, and case law in rendering legal advice and opinions.
  • Completes actions on complex and difficult legal problems and factual issues, to include sensitive labor matters arising in foreign deployed areas.
  • Represents IMCOM-Directorate as a trial attorney before investigators and administrative judges from various agencies.
  • Conducts research in connection with cases to analyze factual and legal issues and to determine what additional facts are needed and what legal sources are applicable.
  • Incumbent reviews and advises on sensitive or complex issues on a wide variety of administrative law matters. Issues involved are frequently unique and require substantial analytical and legal skills.
  • Appointed as Environmental Law Specialist and serves as principal legal advisor in the Office of the SJA, for the Commander, US Army Engineer Center and Fort Leonard Wood on matters incident to environmental law.
  • Reviews, researches and provides legal advice and opinions interpreting a wide range of environmental statutes, court decisions and agency regulations.
  • Provides written or oral opinions and recommendations on environmental law issues, including but not limited to air, water quality, wetlands, wildlife habitat, endangered species, solid and hazardous waste treatment, storage, transportation, etc.
  • Assists in the planning, initiating, and carrying out of all actions and programs to ensure compliance with environmental legal requirements, and appropriate policy development and legal direction for negotiations regarding environmental problems.
  • Provides legal services and advice in environmental-related areas, to include reviewing legal aspects of reports of fraud or other criminal conduct concerning the Command’s environmental program.
