This is complex accounting, budgeting and analytical work. An incumbent of this class assists in the preparation of operating and capital budgets and financial forecasts as directed; reviews departmental submissions, consolidating and compiling budgets presentations for senior management and Council. A Budget Analyst monitors and analyzes accounts and statements to ensure for accurate and informative presentation of accounting and financial data and compliance with established procedures and policies; detects variances from approved budgets, obtains and supplies information to explain variances and reports on same to supervisor. Assists in the preparation of a variety of materials such as financial reports, statements, and year-end and period-end working papers; participates in performing internal audits and testing of financial systems and procedures. Other responsibilities include conducting special studies done by or for the Department; analyzing existing and proposed accounting requirements and systems; assists in designing and revising systems, documents, and forms; recommends changes in methods and procedures. Establishes and maintains liaison with a variety of internal contacts on matters related to the work. Performs related work as required.
Qualifications include completion of Grade 12 supplemented by the completion of the Chartered Professional Accountant (CPA) Preparatory Non-Core Courses and some of the Core Courses or post-secondary course equivalencies that are required for entry into the CPA Professional Education Program (PEP), plus sound related experience, or an equivalent combination of education, training, and experience. Considerable knowledge of accounting principles, practices, procedures, and systems applicable to Municipal accounting and treasury operations along with the knowledge of applicable laws, regulations, and statutory requirements governing municipal financial and treasury operations. An incumbent will have sound knowledge of the organization and functions of the various departments and of computerized data processing operations as related to the work performed. A Budget Analyst will have the ability to analyze and interpret various financial, budget, accounting and cost control information and data and to develop logical solutions to budget variance and financial reporting problems. Ability to prepare a variety of financial statements; to use software packages and computer tools related to the work performed and to deal tactfully with all levels of staff and to establish and maintain effective working relationships with a variety of staff.
