Description:

DESCRIPTION OF WORK

This position will provide consultation, technical assistance, and coordination in the review, interpretation of service/program, financial and budget activity, policy and rule changes to determine their fiscal impact and to assure compliance with federal and state requirements. Job responsibilities include the following:

  • Assist with the examination of whether budget and budget adjustments can be achieved based on known capacity and constraints; and inform management of potential problem areas.
  • In-depth analysis of complex financial information and reports to provide accurate and timely financial recommendations to management for decision making purposes.
  • Review budgets for completeness, accuracy, and compliance with laws and other regulations
  • Analyze cost and utilization trends
  • Monitor assigned division(s) spending to ensure that it is within budget or adjustments required.
  • Provide consultation and recommendations to Division and Department leadership concerning issues or requirements with focus on determining their program and fiscal impact and to assure compliance with federal and state requirements
  • Provide leadership and support to Department and Division management by identifying and evaluating risk and adverse issues generated in budget activities and present appropriate issues and recommended solutions to management.

Bachelor’s degree in business administration, public administration, accounting or related field from an accredited institution and five years of experience preferably in governmental accounting on budgeting, including one year in advanced and responsible analyst or administrative capacity
or
an equivalent combination of education and experience.

  • Proficiency with Microsoft Excel and Word.

  • Ability to analyze data, apply rules and regulations, guidelines and procedures, and to maintain confidentiality.
  • Strong interpersonal, organization and detail-oriented skills.
  • Proven ability to apply statistics and participate as a contributing team member.

Management Preferences:

  • Experience with public administration, business, mathematics or finance
  • Experience working for a government organization
  • Work experience in a quantitatively-heavy role
  • Strong quantitative and analytical competency
  • Comprehensive knowledge of health and human services, current developments and trends
  • Experience with data query/data management tools (Access, SQL, Business Objects)
